The Vendor is required to provide sewer closed circuit television (CCTV) inspection software system that supports field data collection, centralized data management, GIS integration, condition assessment, reporting, and direct integration with the county’s IBM Maximo computerized maintenance management system (CMMS).
- The system shall support multiple concurrent inspection crews, centralized data synchronization, and enterprise-level data management to support inspection operations, asset management, regulatory compliance, and capital planning.
- System architecture and deployment
• A centralized server-based or cloud-hosted system that serves as the authoritative database for all sewer inspection data
• Support for local or remote field data collection with synchronization to the central database
• Ability to store inspection data in a relational database format suitable for enterprise use
• Support for deployment in on-premises, cloud, or hybrid environments
• Compatible with multiple inspection systems, which includes but is not limited to: Aries, envirosite and cues
- Field inspection and data collection
• Industry-standard defect coding compliant with current NASSCO PACP, LACP, and MACP standards
• Use by multiple inspection vehicles and operators simultaneously without data conflicts
• Association of inspection records with sewer assets including pipes, manholes, laterals, and related structures
• Integration of inspection observations with CCTV video footage
• Ability to collect data in disconnected and offline environments with later synchronization
- Video management
• Import, storage, and playback of inspection videos in commonly used CCTV formats
• The ability to share inspections with municipalities via cloud or a server
• Synchronization of video playback with inspection observations
• Ability to capture and store still images from video
• Tools for review, annotation, and quality control of video-linked inspections
• The ability to edit inspections during the QA/QC process
- Centralized data management and GIS integration
• Maintain a centralized inspection database accessible to authorized users
• Support two-way GIS synchronization, allowing inspection data to be linked to spatial sewer assets
• Ensure inspection updates, edits, and approvals are reflected in the centralized dataset
• Support enterprise GIS environments commonly used by municipalities
- Integration with IBM Maximo CMMS
• Ability to exchange inspection results, defect data, and condition information with Maximo
• Support for creation, updating, or linking of work orders based on inspection findings
• Ability to associate inspections and defects with Maximo asset identifiers
• Support for automated or user-initiated data synchronization between systems
• Documentation of integration methods (e.g., API, database connection, middleware)
- Reporting and condition assessment
• Standard inspection reports consistent with NASSCO standards
• Condition grading, defect scoring, and prioritization tools
• Query and filtering tools for system-wide analysis
• Export of reports and data in common formats (pdf, csv, xml)
• Ability to support rehabilitation planning and capital improvement decision-making
- User access, security, and auditability
• Support multiple user roles with configurable permissions
• Provide secure authentication and role-based access
• Maintain audit logs of inspection edits, reviews, and approvals
• Support concurrent users without data loss or corruption
- Software licensing and support
• Software licensing model (per-user, per-vehicle, concurrent, enterprise, etc.)
• Support for multiple field users and inspection vehicles (two field crews)
• Inclusion of software updates, bug fixes, and version upgrades
• Ongoing technical support and maintenance services
• Annual support or maintenance fees, if applicable
- Data migration
• Ability to import existing sewer inspection data
• Supported data formats for migration
• Any assumptions or limitations related to legacy data conversion.
