The Vendor is required to provide for a traffic camera system, including a vehicle-mounted radar/laser/camera unit, camera systems located in conjunction with traffic lights, stand-alone units, time/distance speed calculation systems, and a citation processing system.
- The citation processing system needs to integrate municipal court processes (Tyler Technology), allow access by a mobile or tablet device, have the ability to provide customers access to viewing violation information, including images and videos online, and integrate with vendors under contract by the Municipal Court.
- The traffic camera system must pay for itself. Service Provider should feel free to propose viable payment methods, so long as the method is in accordance with state statute and municipal ordinance.
- Four (4) Vehicle mounted speed camera units (NOTE: Digital technology needs to be the standard). Each unit is to include all camera/radar/laser/video equipment needed to determine the speed of vehicles and will photograph front and rear views of speed law violators to include license plates and facial images of drivers. The Service Provider shall be responsible for all repairs to equipment and vehicles (if any) furnished by the vendor. Also, please note if including any anti-idling equipment on the vehicle and what it is.
- The City has a preference for hybrid or all-electric vehicles. Explain what options you have available for us if the Service Provider intends to furnish vehicles.
- Six (6) red light camera systems (two (2) approaches that cover five (5) lanes each. For example, one approach northbound, covering 3 thru lanes and two turn lanes; and one approach southbound, covering the same amount of lanes). A red light camera system shall include all labor and materials for installation and connection with the City's traffic signals.
- Include your cost to the City for adding any additional fixed red light camera locations. Also include the cost to move a fixed red light system to a different location. This is to include the cost to the City for Service Provider to provide a Project/Construction Manager, so all aspects are included to provide a turn-key installation. This may or may not include the cost of any control box, conduit, traffic connection box, or any other infrastructure improvements required to interface the new camera location with existing City systems. This will be reviewed with the Service Provider on a case-by-case basis.
- An automated citation processing program including mailing of citations, delinquency notices, printing and mailing costs, and other associated costs and expenses; the program shall be conducted in a timely manner to comply with any applicable court rules or laws for filing of citations.
- The image must clearly show the:
• Motor vehicle during the violation
• Driver's face
• Front and rear license plate on the vehicle
• Location of the Scene where violation occurred
- Expert witnesses as necessary to establish judicial notice, i.e. the accuracy, technical operations, and effectiveness of camera radar/laser/time-distance for contested citations and as required to establish judicial notice by subsequently appointed court judges involved in the adjudication of photo enforcement citations.
