Public Safety and Security Consulting Services

The Vendor is required to provide public safety and security consulting services for include:
• Develop a public transit safety organizational chart that meets the vision of the authority act to provide holistic public safety and rider customer experience solutions on transit.
• Document existing resources on the system, identify gaps and overlapping services, and define outcomes for early implementation steps that partners need to take to increase rider satisfaction and lower crime incidents on the transit system.
• Manage early implementation deadlines to set up coordination tables for law enforcement, transit ambassador program development, and coordinated safety response council.
• Tasks include development of onboard materials, early bylaws, and member training materials to advance key programs identified in the act.
• Serve as an expert and an advisor to the new authority board and agency leadership by developing job descriptions and org chart for the new authority office of transit safety and experience.
• Assist with hiring the first chief transit safety officer and other key positions needed to oversee region wide safety strategy and coordination between law enforcement, social services, data collection and effectiveness reporting, and rider and work safety programs.
• Coordinate and advise the state and cook county sheriff’s office in formation of the law enforcement task force.
• Attend and support task force meetings and provide expertise and guidance on resolving jurisdictional issues, establishing standards and protocols.
• Serve as a liaison between security teams and contractors at transit agencies and city, county, and state law enforcement agencies to ensure coordination.
• Serve as a facilitator and a connector between authority, service boards, and the taskforce to ensure intergovernmental agreements are developed and approved by boards.
• Work closely with the authority transition consultant starting late summer to align efforts and provide continuity between early implementation and long-term transition.
