The Vendor is required to provide for unarmed security guard services.
- All security guard services under this contract are on an as-needed basis for all present and future locations. The locations served and the number of hours of security guard services required will increase and/or decrease based on the Agency's needs.
- Provide Unarmed, and/or Unarmed Mobile/Roving Security Guards based on Agency requests. The Contractor must be able to service all Housing Authority site locations at any one or all sites, and as otherwise directed by the Housing Authority.
- Provide full uniformed security guard services for the surveillance and protection of Housing Authority site locations against fire, theft, pilferage, malicious injury, and destruction.
- All security guards shall be legally eligible to work in the country, fluent in English, and capable of reading, writing, and preparing concise reports in English
- All security guards shall have working knowledge of applicable law to conduct prescribed guard services and shall comply with all regulations in effect at the Housing Authority sites where services are performed.
- Security guards shall patrol assigned areas, maintain Tour, prepare reports as required, monitor for fire or disorder, deny unauthorized access to restricted areas, enforce no-smoking regulations, and escort employees to and from the building or vehicles when requested.
- Security guards shall call for local law enforcement assistance prior to investigating actual or indicated violations. Security guards shall not resort to physical force against any person, except in self-defense.
- Promptly remedy any deficiencies in services identified by the Housing Authority.
- Provide supervision and management of all on-site security monitors, including scheduling, training, and maintaining accountability of monitors. The Contractor shall enforce operational rules and ensure compliance by all monitors.
- Evaluate and implement processes to address security vulnerabilities, which may include installation of cost-effective alerts for building blind spots, and reintroduction and enabling of camera systems throughout buildings and properties to provide monitors with comprehensive site supervision.
- Assign a Monitor as Security Dispatch to: answer a security phone line and field all calls for security after-hours; monitor family sites via camera systems; and conduct routine tours of common areas and building exteriors to ensure secure conditions and enforce loitering rules.
- Speak with residents who have security issues that the on-site supervisor cannot resolve, and shall conduct or attend weekly or bi-weekly meetings with Housing Authority Management and the security team in person.
