The Vendor is required to provide ongoing maintenance, support and repair services for the city’s existing physical security systems, including video surveillance (CCTV), fire control systems, gates and electronic door access control systems.
- Requirements:
1. Video surveillance system (CCTV)
• Maintenance of IP cameras, mounts, cabling, and enclosures
• Provide maintenance and support for the video management system (VMS)
• Maintenance of cameral alignment, focus, and image quality adjustments
• Troubleshooting connectivity issues
2. Door access control system
• Maintenance of card readers, keypads, door controllers, biometric readers and power supplies
• Maintenance of lock hardware (mag locks, strikes) to include inspections and adjustments
• Provide inspection, testing, maintenance, repair services and system integration for the operations of the following gates within the city:
o Public safety range
o Public service gate
o Public safety building gates
o Water plant gates
o Land treatment facility gate
o Main pump station gate
3. Fire system
• Provide inspection, testing, maintenance, repair services and system integration for all city-owned fire alarm systems and control panels in accordance with applicable codes and standards
• Ensure IP-enable or connected systems to the city’s network are secured in accordance with city cybersecurity standards
4. System integration and management
• Maintenance of the galaxy platform for ease of management that allows for operators to monitor doors, configure access levels, and receive real-time alerts.
• Maintenance, support and testing of badging system and panic buttons and burglar alarms
• No NVR (network video recorder) will be required as storage of video will be maintained by the city.
5. Service and maintenance
• Provide an annual maintenance and support contract that includes services for adjusting, calibrating, cleaning, testing and lubricating of component parts of the system which covers malfunctions, defects and electrical failure of covered components, defects in installation and failure resulting from normal wear and tear
• Schedule a dedicated technician one day a week to complete routine and preventive maintenance and replacement of defective equipment
• Complete required firmware and software updates (where applicable)
• Provide an equipment replacement plan for cameras with the annual maintenance and support contract that are not on the list of department
6. On-call and emergency support
• Respond to service call (on-site or remote) in accordance with defined service level agreements (SLAs) provided to the city
• Provide 24/7 on-call support for emergency response for critical failures and system outages
• Maintain an inventory of common replacement parts at an identified city facility and ensure vendor has access to manufactured support channels for escalated issues.
7. Cybersecurity and IT compliance
• All proposed hardware and software must support secure integration within the city’s network environment
• All video footage, access logs, metadata and configurations files are the sole property of the city
• Ensure all systems located within any public safety facility or CJIS (criminal justice information system) must be maintained in a manner that does not compromise CJIS-controlled environment, including adherence to policies and restricted access controls.
• Maintain all firmware and software updates in accordance with the city’s cybersecurity requirements.
