The Vendor is required to provide security personnel provided are to be physically, emotionally and intellectually capable of reacting to potentially volatile, threatening and stressful situations.
- Security personnel must maintain situational awareness of their operating environment, remaining vigilant and alert at all times.
- Duties:
• Always communicate with visitors and employees in a courteous and respectful manner.
• Treat patrons with empathy, understanding and respect.
• Make eye contact, smile, and greet patrons as they enter the library or area of patrol.
• Use their name if known, open the door when needed and wish them well.
• Direct patrons with library enquiries to the appropriate library employee and provide directions to general areas of the library.
• Respond to security-related incidents to maintain public safety and enforce facility rules, policies and guidelines.
• Maintain a high level of visibility without being overbearing; a patron or employee should easily find security personnel when need but should provide both with appropriate space.
• Proactively engage with patrons who may be exhibiting behavior that could escalate into an incident and use de-escalation tactics to attempt to resolve the conflict.
• Security personnel may insert themselves, as instructed, in escalating conflicts between patrons and library employees to allow the employee to remove themselves and allow security personnel attempt to de-escalate the situation.
• If the conflict continues to escalate, security personnel will ask the patron to leave the library using the appropriate measures.
• Monitor patrons using the washroom to ensure there is no illegal activity, drug use or prolonged or misuse.
• Assist the movement of visitors and employees by maintaining strong access control: protecting restricted areas, locking and unlocking, monitoring transition areas (public to restricted), issuing access instruments, physically escorting persons throughout the facility, managing visitors and escorting sensitive assets.
• Communicate effectively with library employees and other agencies, including emergency service agencies, assisting when required.
• If security personnel come into conflict with employees of library it is expected that the security
• Personnel will report to the onsite supervisor, who will relay this to the manager, safety and security.
• Detect and deter unauthorized individuals trespassing, engaging in criminal acts, or breaching library policies.
• Remove threats from site, either by escorting or requesting assistance from police or other agencies.
• Identify and investigate unusual behaviors and suspicious activity.
• Immediately report security observations to onsite supervisor, manager, safety and security and service if required to assess and respond.
• Report all security incidents, security observations, security systems problems, property deficiencies and repairs, vandalism and graffiti, and hazardous conditions to appropriate library employees.
• Perform patrol duties in order to: protect employees, visitors, library property and facilities; and, to build strong site-relationships.
• Act as a first responder providing medical assistance when possible.
• Crowd control as needed or during disturbances.
• Traffic and parking control duties such as: restricting unauthorized vehicle access to the facility and surrounding grounds, support parking attendants, sign and authorize parking enforcement tickets, monitor parking areas to detect and deter vandalism; issue parking violation warnings; and identifying suspicious vehicles and persons to the manager, safety and security or the police service if required.
• Security personnel will be vigilant and maintain awareness of incoming patrons, being mindful of excess property, hazardous objects, or intoxicants being brought in.
• Maintain worksite tidiness including pickup or collect minor litter, and if the security personnel determine the litter problem cannot be resolved, report the matter to library.
• Current or former security personnel of the proponent will attend court when necessary as it relates to the execution of their duties on this contract and as may be required by a representative of library.
• Sites will require all assigned security personnel to attend mandatory group training to learn proper procedures, and safety practices.
• All security personnel must arrive in full uniform, including their identification badge, which is well maintained and clean.
• Perform other related duties as assigned by the manager, safety, security and as detailed in post orders.
- Book return checks
• Access the building using a provided access card and security code.
• Proceed to the book return area and check book chute to ensure there are no materials jammed.
• Replace book bin with empty book bin where applicable.
• For locations without book bins in place, ensure there is room for additional materials to be returned.
• Set the alarm and ensure door is locked upon exit.
