RFP Description

The vendor required to provide afterhours mobile crisis team as an activity, which uses therapeutic communication, interactions and supporting resources to interrupt and ameliorate acute behavioral health distress and associated behaviors.
- Mobile crisis provides clinical interventions and supports through the following services:
•    Telephonic crisis response
•    Mobile crisis response
•    Telephonic crisis follow-up
•    Face to face crisis follow-up
- The crisis services will be marketed and available to all county residents in need of such services.
- Referrals to these crisis services will be received from our 988-call center (the care and crisis helpline), private individuals, agencies, law enforcement, school personnel, hospitals etc. via the dedicated crisis hotline, which will be available on evenings (5:00pm – 8:30am), holidays, and weekends. 
- The mobile crisis team, will provide a rapid response when indicated. 
- A crisis hotline is an integral part of the crisis service continuum.
- This does not preclude the use of the 988-call center to augment capacity.
- The crisis hotline is to provide a single dedicated hotline number that will be answered by qualified and trained individuals.
- Best practice for a crisis hotline service is the use of an evidence based, consistent, uniform suicide risk assessment for all crisis calls. 
- The crisis hotline will determine the necessity of a mobile response. 
- Crisis mobile response is also an essential part of the crisis continuum and will be provided county-wide serving children, youth and adults utilizing a team approach.
- Operational specifications
1. The provider of the crisis services will have business associate agreements with all applicable community providers so as to:
•    Have access to insurance information, allowing the crisis services provider to bill Medicaid managed care under the guidance provided by department
•    Provide the community provider the crisis documentation the following day to ensure continuity of care and best practice
2. Provide the following staff in accordance with the office of mental health regulations, which are in continued development:
•    Licenses required for mobile crisis staff
•    Licensed mental health professionals must be available on each shift
•    Additional staff: certified recovery peer advocate (CRPA) or another certified peer (as deemed appropriate).
