RFP Description

The vendor required to provide document destruction services shall ensure the proper destruction of confidential, sensitive, and proprietary information in accordance with all applicable federal, state, and local regulations.
- Professional shredding and destruction service that ensures:
•    Secure handling of confidential and sensitive documents
•    Compliance with legal and regulatory requirements
•    Consistent and reliable pickup schedules
•    Proper chain-of-custody documentation
•    Certified destruction with verifiable reporting for authority audit and compliance needs.
- Requirement:
1. Destruction services
•    On-site destruction: the contractor shall perform on-site mobile shredding of paper, cardstock, and similar materials.
•    Witnessed destruction: the contractor shall allow authority personnel to observe destruction upon request. 
•    The contractor’s operator may serve as a designated witness and must certify that destruction has occurred.
•    Chain of custody: the contractor must maintain full chain-of-custody procedures from the time material is collected until
•    Final destruction, ensuring no unauthorized access occurs at any point.
2. Secure containers
•    Be lockable, tamper-resistant, and clearly labeled for confidential materials
•    Remain clean, well-maintained, and in good working condition
•    Be replaced within 48 hours if damaged, unusable, or missing
3. Installation timeline
•    The contractor shall install all required containers at all authority locations within ten (10) business days of contract award unless otherwise approved by authority.
4. Service frequency and scheduling
•    Scheduled services: the contractor shall perform weekly or bi-weekly pickups at all designated authority locations, based upon
•    Scheduled frequency, unless authority requests adjustments.
•    Additional pickups: authority may request additional or emergency pickups. 
•    Contractor shall respond within 48 hours of request.
•    Holiday scheduling: when service days fall on federally recognized holidays, the contractor must provide an alternate pickup date within the same calendar week.
5. Certificate of destruction
•    Date and time of service
•    Authority location serviced
•    Name of contractor’s operator
•    Contractor signature and digital verification (if applicable)
6. Compliance and security requirements
•    All laws pertaining to secure document destruction
•    Hud policies for safeguarding confidential information
•    Authority security and visitor access protocols
7. Environmental requirements
•    Contractor shall recycle shredded material whenever feasible and provide authority with annual reporting summarizing recycling and environmental impact efforts, including total pounds recycled.
