The Vendor is required to provide to meet the needs of the standard mailing services and presort and bar coding services.
- Responsible for providing all personnel, supplies, and equipment needed to pick-up, process and deliver materials being mailed as well as all other services as stipulated.
- Departments to undertake their direct mailing requirements.
- Must, at his expense, transport all standard mail to be processed to his place of business and, after sorting, to the post office in vehicles which can be securely locked and which are clearly marked and identified with the contractor’s name.
- Contractor’s place of business must be located in a secure and well lighted area which is under regular and continuing law enforcement surveillance.
- Contractor’s files and place of business pertaining to the handling and sorting of the mail shall be made available to any college or postal service personnel for any inspections they may wish to perform.
- Contractor pre-sort the mail in the case where that contractor also is responsible for the off-site printing or production of specific mail projects.
- Contractor shall accept a minimum of 200 mail pieces per project, as required by USPS standards for standard mail.
- In the event the minimum standard is changed by the USPS, the contractor shall accept the lesser number of either 200 pieces per project or the new minimum standard number of pieces.
- This mail includes, but is not limited to, post cards, brochures, oversized letters, and flats mailed under a postal permit imprint.
- Contractor may be required to provide additional standard mailing services.
- These services include, but are not limited to, folding, inserting, sealing, tabbing, inkjet printing of address application, and mailing label application, as required to each mail piece before it can be zip-code presorted and delivered to the post office.
- Responsible for meeting mailing deadlines and may be required to perform services at night, on weekends, and on holidays in order to meet them.
- Provide a minimum of twenty-four (24) hours’ notice to contractor when materials are ready to be processed for mailing.
- Pick up mailings at a designated area or areas on campuses on an on-call basis.
- Time of pick up will be no later than 4:00 p.m. Monday-Thursday and no later than 11:30 am Friday unless agreed upon in advance by college. Note, all college campuses are closed for business on Friday’s beginning at 12:00 noon.
- Turnaround time from pick up to postal delivery for jobs consisting of labeling only shall be twenty-four (24) hours.
- Turnaround time from pick up to postal delivery for jobs requiring multiple processing services shall not exceed forty-eight (48) hours.
- Provide computer addressed envelopes, postcards, pressure sensitive or county mailing labels as requested by the end user by zip code order and have conversion process for 9-digit zip codes, including IMB bar coding capabilities and carrier route capability.
- Provide the contractor with complete mailing lists in a variety of formats and record layouts, including purchased lists.
- Provide data preparation and manipulation including, but not limited to, address sorting by zip code, de-duping, merge/purge duplicates, personalize laser letters, postcards and envelopes, label printing and the ability to import various magnetic media.
- All employees involved in the handling or transportation of mail must be at least 16 years of age.
- Required to have all employees sign a statement to recognize the confidentiality and sanctity of the mail.
