The vendor is required to provide that labor standards education, community, outreach for workers services for education and resources for employers and their workers, undertake research and data analysis regarding worker issues, and pursue additional enforcement measures to protect workers.
- Department to ensure workers are treated fairly, employers abiding by the rules are not put at a disadvantage by those engaging in non-compliant activities, and employers violating labor standards are held accountable.
- The services of a qualified contractor(s) who can provide innovative and dynamic labor law outreach and education services, with an emphasis on wage theft and fair chance hiring practices.
- Provide targeted outreach initiatives that inform both workers and employers about:
• County fair chance ordinance, its requirements, and the rights it protects.
• Includes providing culturally competent, community-based education to ensure understanding and compliance.
• Conducting a broad range of wage and labor law educational services and activities covering relevant, labor rights with a focus on preventing wage theft, improving workplace rights awareness, and reducing fears of retaliation when reporting violations.
• Operate an advice line to offer accessible, immediate support for workers with questions about labor rights, wage theft, and fair chance hiring practices.
• Assist with gathering information related to individual cases before referring them to department for potential enforcement.
- Program management:
• The program manager (PM) shall be experienced in managing a contract of a similar size and scope.
• Provide the COR with an organizational chart identifying key personnel and reporting relationships within (five) business days after the award of the contract
• Any change or expected change to the contract’s program manager shall be immediately communicated to the cor.
- Incorporate education and outreach services throughout the entire county area, focusing on • all county districts and using data-based decision-making to identify the targeted outreach needs of those workers at risk of wage theft or fair chance hiring discriminatory practices.
• Include education and outreach services to other communities in the county that would benefit from targeted community-based assistance.
• Implement innovative strategies for reaching workers in specific industries where wage theft or violations of fair chance hiring practices may be underreported, such as the service, construction, health care, and restaurant industries.
• Implement innovative strategies for reaching workers who are subject to state child labor protections.
- Advice line requirements:
• Provide regular one-on-one consultations with workers regarding county and state labor laws and assist workers in filing claims of labor violations via an advice line or in-person services
inquiring for services within twenty-four (24) hours after receiving an inquiry.
• The consultations/advice line with subject matter experts on wage and hour labor law related matters
• The contractor uses lawyers to provide consultations or advice, the lawyers must be licensed with the state bar and be eligible to practice law.
• Types of advice provided/ the law(s) potentially violated
• Cases were referred to another enforcement entity and identify each other enforcement agency complainant demographic data.
