The vendor is required to provide special education services for include:
- Responsibilities:
a. At the administrative level:
• Ensure compliance with special education laws.
• Request that the district reconvene the student’s individualized education program (IEP) team to collaborate on the implementation of an IEP that will support the incarcerated individual’s meaningful educational progress during their stay, identify and agree on how to best serve the incarcerated individual and implement their IEP in the CHC facility, and begin planning, as soon as possible, for the incarcerated individual’s transition to educational services or other facilities.
• Develop a program of high-quality educator recruitment and retention including comprehensive and continuous professional development.
• Collaborate with host agencies to ensure a quality educational environment that contributes to a successful transition of the student from the host agency to the community, their school district, or another facility and next education setting
• Work with CHCs and relevant school districts to identify students eligible for special education services, acquire required consents, notify of rights, and conduct intake interview.
• Notify school districts when a student from their district has entered a host agency facility and request the educational records from the district.
• Provide ongoing case management for students including continuous coordination with the CHC and school district.
• Develop a schedule for the timely implementation of education services through coordination with school districts and CHCs to identify times students are available to participate in programming.
b. At the service delivery level:
• Provide special education services in accordance with the student’s IEP
• Provide related services in accordance with the student’s IEP
• Integrate students’ special education services with their education program.
• Attend IEP team meetings, convened by the school district.
• If applicable, co-plan and/or co-teach in courses provided by county houses of correction (CHC) staff to support students in receiving special education services aligned with meeting their educational goals as determined by the IEP team.
• Consult with CHC educators and share effective instructional strategies, accommodations, and modifications for supporting students eligible for special education services across the facilities educational programming and milieu.
