Amendment 003: This amendment is to include the following FAR provision/clauses and revised information: 1. 52.222-90 Addressing DEI Discrimination by Federal Contractors 2. 52.244-6 Subcontracts for Commercial Products and Commercial Services 3. Revised proposal submittal date: 12:00pm EST on Friday May 29, 2026. 4. Questionnaire and Answers (Q&A) excel spreadsheet updated and added as attachment. (Additional Q&A's will close on May 22, 2026). The objective of projects submitted in reference to the BAA is to advance research and development efforts through the goals and tasks outlined in the proposal. This project aims to contribute to the United States Coast Guard Great Lakes Oil Spill Center of Expertise’s (GLCOE) mission by addressing challenges and enhancing capabilities in Great Lakes oil spill preparedness, response, alternative response measures, or fundamental science, as applicable. The scope of projects submitted in reference to the BAA is to support research and development efforts through the objectives outlined in the proposal, including any subsequent clarifications. The project shall focus on advancing knowledge, technologies, or methodologies related to Great Lakes oil spill preparedness, response, alternative response measures, or fundamental science, as applicable to the themes identified in Broad Agency Announcement. The contractor is responsible for executing the tasks, milestones, and deliverables as outlined in their submitted proposal and including any subsequent clarifications to be incorporated in the Project Management Plan, as indicated by the GLCOE staff. Please follow the instructions that are within the solicitation document and fill out all documents that pertain to this BAA.
