Combined Synopsis-Solicitation Cooling Tower Maintenance, Repair, and Training Services Minneapolis VA Medical Center Page 2 Description This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format Revolutionary FAR Overhaul (RFO) in Federal Acquisition Regulation (FAR) subpart 12.202, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026 01. This solicitation is Full and Open competition. The associated North American Industrial Classification System (NAICS) code for this procurement is 238220 Plumbing, Heating, and Air-Conditioning Contractors, with a small business size standard of $19.0 Million. The FSC/PSC is J045 Maintenance, Repair, and Rebuilding of Equipment Plumbing, Heating, and Waste Disposal Equipment. The Minneapolis VA Health Care System, Minneapolis VA Medical Center, One Veterans Drive, Minneapolis, MN 55417 is seeking to purchase Cooling Tower Maintenance, Repair, and Training Services. All interested companies shall see the attached solicitation document for the following: Points of Contact for the solicitation Line Items including, but not limited to, descriptions of the required services, periods of performance, quantities, units of measure, and other applicable information Statement of Work Place of Performance/Place of Delivery All applicable solicitation provisions and clauses for this acquisition Decision factors/basis of comparative evaluation for the side by side pairwise comparison of offers based on factors resulting in a Contracting Officer s decision for the offer most favorable to the Government Evaluation of options information Instructions to Offerors including: A list of all information that is required to be submitted in a vendor s offer.
