AMENDMENT 07 TO SOLICITATION FA664826Q0006 PROJECT: Environmental Sampling Services The purpose of this amendment is to incorporate the official Government responses to vendor questions following the recent voluntary site visit, provide additional site photos, and increase the individual call limit for the resulting Blanket Purchase Agreement (BPA). A. INCORPORATION OF Q&A: The official Government responses to vendor questions submitted prior to the RFI deadline and those asked during the voluntary site visit on July 31, 2026, are hereby incorporated into the solicitation. Please refer to the attached document titled "Vendor Questions and Government Responses." B. ADDITIONAL ATTACHMENTS: Photos of the monitoring labs/locations have been added to the solicitation attachment set to assist vendors in preparing their quotes. C. INCREASE TO BPA CALL LIMIT: The individual call limit for the subject Blanket Purchase Agreement (BPA) is hereby increased. Reference is made to the udpated Terms and Conditions, attached. NEW INDIVIDUAL CALL LIMIT: $20,000.00 D. ACKNOWLEDGEMENT OF AMENDMENTS: Offerors are strictly reminded that they must acknowledge receipt of this amendment, as well as all prior amendments, in their final quote submission. Failure to acknowledge all amendments may result in the quote being deemed non-responsive. E. ALL OTHER TERMS AND CONDITIONS: Except as provided herein, all other terms and conditions of the solicitation remain unchanged and in full force and effect. 1) Are only NELAP certs required by lab, or also DoD ELAP? Government Response: We only require NELAP. 2) If there are discrepancies on Price Schedule on bulleted list vs. price schedule. Government Response: Utilize price schedule. 3) May we have a 1 week extension? Government Response: Extension was granted via Amendment 06. 4) How long does it take to sample? Government Response: Oil / Water separators – approximatly 4 hours if there are no concerns. Hazardous waste storage building monitoring wells – approximatly 4 hours or less. Tank Farm monitoring wells – approximatly 4 to 5 hours Storm water locations – approximatly two (2) days 5) The current map in the SOW identifies the storm drains to be sampled but didn’t identify the well sites, it was asked if Mr. Cedeno can incorporate an updated map with the well sites added. Government Response: See attached aerial of HARB Tank Farm and B214 with monitoring wells within the attachment list. 6) Section 2.4 states that "a minimum of 14 separate sampling events (over the life of the contract) are anticipated". Section 2.1 refers to "routine monthly compliance sampling" of the nine oil/water separators, and Section 2.4.2 requires two storm water events per year. Please confirm whether the quantities in Table 1represent an ANNUAL requirement or the total requirement across the full period of performance. Approximately 16, but up to 18, storm water stations are sampled twice per year. Government Response: Once during the dry season (November to mid-May) and once during the wet season (mid-May to November). Sampling will depend on the presence of a reasonable amount of water to collect a representative sample. 7) Please confirm the anticipated number of sampling events per contract year, distinguishing monthly permit sampling, quarterly industrial wastewater visits, seasonal storm water events and on-call waste profiling. Government Response: Apart from unanticipated or unscheduled sampling such as after a Level II Explosive Ordnance Disposal, sampling will occur six times per year. (2 events) oil/water separator (OWS) samplings (FEB, AUG) (1 event) OWS, Tank Farm monitoring wells (MWs), and Hazardous Waste Storage MWs, in (MAY) (1 event) OWS, Tank Farm MWs, (NOV) (1 event) wet season storm water sampling (1 event) dry season storm water sampling. Every effort will be made to collect waste analysis samples during a scheduled sampling, but there may be times that this occurs outside of the routine compliance collections. 8) Section 2.4.2 refers to sixteen storm water sampling points shown in Table 3, and also to "up to 18 sampling points" designated per event. Please confirm the maximum number of points that may be designated for a single event. Government Response: The maximum number of sampling stations will be 16. Of the 18 sampling stations identified on the map, station 2 and 17 are not accessible and station 3 is usually dry during the dry season sampling event. 9) The pricing schedule lists pH and Dissolved Oxygen as laboratory analyses. Both carry holding times that cannot be met by shipment to a laboratory, pH requires analysis within 15 minutes and dissolved oxygen immediately, or within 8 hours if fixed in the field. Please confirm that field measurement using calibrated instrumentation is acceptable for these two parameters, and how they should be represented on the pricing schedule. Government Response: Field measurements using calibrated instrumentation for Dissolved Oxygen, conductivity, temperature, and pH are required. Regarding the pricing schedule, vendors shall proceed as follows: For the line items 'Dissolved Oxygen' and 'pH' under the 'Laboratory Analysis' section, vendors shall enter 'N/A' or '$0.00' in the price columns, as these analyses will not be performed in a laboratory. The cost associated with performing these field measurements should be included within the fully burdened hourly rate for the 'Field Service' line item." 10) Fecal coliform carries a 6-hour holding time under FDEP sampling procedures and 8 hours under 40 CFR 136 Table IL Please confirm which standard governs for this contract. Government Response: 8 hours (this is not compliance driven) 11) Given the 6-hour holding time for fecal coliform and a storm water event of sixteen to eighteen points requiring escorted access, will the Government accept a sampling and delivery plan that sequences bacteriological points to protect the holding time, and permits separate or staged delivery of short-hold samples to a nearer accredited laboratory while remaining parameters are delivered to a second accredited laboratory? Government Response: Yes, we can accept sequenced sampling and delivery. 12) Section 2.4.2 requires wet season samples to be collected within the first 30 minutes of runoff discharge. Where the timing of a qualifying storm event causes short-hold parameters to exceed their holding time despite a compliant sampling plan, how will the Government treat the resulting data? Government Response: The data is for internal use so a good faith effort should be made to adhere to the SOW when possible. Any deviations, if they arise, should be discussed with the Government. 13) Section 1.3 requires that laboratories analyzing samples be NELAC certified. Please confirm whether field deployed methods for fecal coliform, performed under an accredited laboratory's quality system, would satisfy this requirement. Government Response: To date, method SM 9222D has been the standard. 14) Is there any limit on the number of re-sampling events for which the Contractor may be held responsible under a single call? Government Response: That would depend on the reason for the resampling. 15) BPA Terms and Conditions paragraph 4 limits individual calls to $10,000. A single storm water event comprises approximately 240 analyses across sixteen points, together with field service and mobilization. Please confirm whether a single storm water event may be placed across multiple calls, or whether the Government expects the entire event to fall within one $10,000 call. Government Response: The individual call limitation for the proposed BPA has been increased to $20,000. 16) Please confirm the expected minimum and maximum number of calls per contract year, and whether any minimum guarantee applies. Government Response: Expected minimum number of collections calls per year will be six (6), (see submitted question #2 above). There is no minimum guarantee, jobs will depend on quotes submitted and/or amount of time between the request for sampling scheduled date for sampling. 17) Section 1.5 requires personnel details fourteen calendar days before site access, with five business days for any additions or deletions. Please confirm whether a standing approved personnel list may be maintained for the duration of the agreement to support short-notice calls. Government Response: Until such time as when a field technician can show that they are familiar and comfortable independently collecting the required samples (at which point they will be considered for a contractor access badge), they will need to be cleared prior to each collection event. Prior submittal of the person’s information will speed up their entry on the day of the event. 18) Please confirm which sampling locations require escorted access, the typical escort availability window, and whether an escort can be provided across the full 7:30am to 4:30pm period. Government Response: An escort should be available during regular working hours. For the short term, all locations will be escorted. 19) On page 6/18 under Waste profiling and other sampling it lists Flashpoint as one of the analyses. On page 11/18, under "Liquid Matrix", it lists Ignitibility as the test requested. There is a difference between these two tests (Flashpoint/Ignitibility). Flashpoint is the measure at which a sample will flash when a flame is introduced to the sample. Ignitibility is actually a Bum rate analysis, meaning a solid sample is ignited and timed/measured for how long the sample is ignited/bums. In the analytical world these tests (Flashpoint/Bum Rate) are sometimes used interchangeable. Because ignitibility is listed under the "Liquid matrix" it leads me to believe they are asking for Flashpoint and not Ignitibility. Please confirm that the analysis is for flashpoint. Government Response: Any method that will satisfy the requirements for RCRA Ignitability. 20) The SOW mentions "Purgeable Organics" by 624 and "VOC" 601/602. All VOC's are urgeable and the E624 method is the current VOC method ran by commercial labs. Please confirm that running Total VOC's by method E624 will satisfy the SOW. 16. PAH by method 610 - this is another out of date method. We can analyze PAH by method E625 or SW8270. Please confirm that one or both of these methods will suffice. Government Response: Yes, method E624 will satisfy the SOW. 21) PAH by method 610 - this is another out of date method. We can analyze PAH by method E625 or SW8270. Please confirm that one or both of these methods will suffice. Government Response: The HARB MD DERM IW permits call for “EPA 610 and EPA 8260”. To date we have reported FL-PRO, and E8270. 22) Phenols - I assume this is Total Phenolics by method E420.1, however Phenols can also be run by method E625. Please confirm what method will be needed for "Phenols". Government Response: Phenols by EPA420 Total Phenolics. 23) What method of sampling is required for the oil water separator? Government response: was vendor can use a cup, dipper or pump, it’s up to the contractor’s preferred method. 24) What are the escorting requirements? Government Response: awardee will be provided with base sponsorship and government technical POC will provide escort for all sample sites until the government is confident in contractor ability to locate and perform samples without supervisor. However, government will always be present for stormwater samples and flightline locations which require government escort. 25) Will contractor be required to obtain flightline drivers licenses? Government Response: No, any locations in/around airfield will be government escorted. 26) What is the timing of performance? Government Response: The initial samples will be scheduled ASAP after award and must be accomplished prior to 30 September. After the initial samples, government POC will reach out for scheduling typicaly a month in advance. 27) How long do the various samples take? Government Response: all the oil separator samples can be completed in approximately 4 hrs. Well Samples: approximately half a day, Storm Water Samples: (accomplished twice a year) take approximately 1-2 days. However, this will be dependent upon the number of associates engaging in the sampling. Hazardous Waste Samples: (accomplished once a year) accomplished in a full day. 28) The current map in the SOW identifies the storm drains to be sampled but didn’t identify the well sites, it was asked if Mr. Cedano can incorporate an updated map with the well sites added. Government Response: An updated map will be incorporated, and awardees will be supplied with the required data. 29) Is a PG/PE assessment: Government Response: The Government is not familiar with the term "PG/PE assessment" in the context of this solicitation. All technical and reporting requirements are explicitly detailed within the Statement of Work (SOW). No requirement for an assessment signed by a Professional Geologist (PG) or Professional Engineer (PE) is stated in the solicitation documents. The contractor is responsible for meeting all qualifications and requirements as specified in the SOW. 30) Can we have a map of the monitoring well locations? Government Response: Yes. An updated map identifying the approximate locations of the monitoring wells is included herein. Please reference the updated attachment list. A request must be submitted via SAM.gov and the Contracting Officer of record will provide access, as appropriate. 31) Do we have to provide a sewer key? Example port? Government Response: The contractor is responsible for providing all necessary labor, materials, and equipment to perform the work required under the Statement of Work (SOW). This includes any standard tools, such as sewer keys or lid lifters, required to access sampling ports for oil-water separators or monitoring wells. The Government will not provide this equipment. AMENDMENT 06 TO SOLICITATION FA664826Q0006 PROJECT: Environmental Sampling Services The purpose of this amendment is to formally extend the quote submission deadline and provide a status update regarding the release of Government responses to vendor questions. A. EXTENSION OF QUOTE SUBMISSION DEADLINE: The deadline for the receipt of quotes is hereby extended. PRIOR DEADLINE: Friday, August 7, 2026, at 9:00 AM Eastern Standard Time (EST). NEW DEADLINE: Thursday, August 13, 2026, at 9:00 AM Eastern Standard Time (EST). B. NOTIFICATION OF PENDING Q&A PUBLICATION: The Government is currently compiling and formatting the official responses to questions raised during the mandatory site visit held on July 31, 2026, as well as valid Requests for Information (RFIs) received prior to the established deadline. These official Government responses will be published in a forthcoming amendment no later than 5:30PM on Friday, August 7, 2026. C. ACKNOWLEDGEMENT OF AMENDMENTS: Offerors are reminded that they must formally acknowledge receipt of this amendment, as well as all prior amendments, with their quote submission via completion of the Acknowledgment of Solicitation Amendment form, attached. AMENDMENT 05 TO SOLICITATION FA664826Q0006 PROJECT: Environmental Sampling Services The subject amendment to Solicitation FA664826Q0006 is to establish a firm, final cutoff date and time for the submission of all vendor Requests for Information (RFIs) and clarification questions regarding this solicitation. 1. FINAL DATE FOR REQUESTS FOR INFORMATION (RFI): All prospective offerors are hereby advised that the final date and time to submit RFIs, questions, or requests for clarification is strictly set for July 31, 2026, at 4:00 PM (Eastern Standard Time). 2. SUBMISSION INSTRUCTIONS & CONDITIONS: Method of Submission: All inquiries must be submitted in writing via email to the designated Contracting Officer identified below. Verbal inquiries will not be accepted. Late Submissions: Any RFIs, questions, or requests for clarification received by the Government after the stated deadline of July 31, 2026, at 4:00 PM (EST) will not be reviewed, acknowledged, or answered. Government Response: The Government will consolidate all timely and relevant questions received prior to the deadline and issue a final clarifying amendment containing the Government's official responses. 3. AMENDMENT 04 TO SOLICITATION FA664826Q0006 PROJECT: Environmental Sampling Services The purpose of Amendment 04 to Solicitation FA664826Q0006 is to provide official Government responses to clarification requests and questions submitted by prospective offerors. The specific vendor inquiries and the corresponding Government answers are itemized below. Offerors are reminded that they must acknowledge receipt of this amendment, along with all prior amendments, in accordance with the quotation submission instructions. Except as explicitly provided herein, all other terms, conditions, and requirements of the original solicitation remain unchanged and in full force and effect. 1) “Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past." These services were previously performed under a Blanket Purchase Agreement (BPA). The predecessor agreement number is FA664821A0014. Information on this previous award can be found on SAM.gov when searching for contract award. 2) “Is the solid waste RCRA TCLP & Total Metals is a RCRA 12, RCRA 14 or both with different sample collection locations?” For solid waste we request RCRA 14 to support with reporting Underlying Hazardous Constituents if an exceedance in any of the RCRA 8 is reported. Concerning samples, those would typically be collected at the Hazardous Waste Storage Area. Other samples may (occasionally) be collected at another location on base, but this is a rare occurrence. Further details on locations would be provided following award. 3) “Past Performance: a. If vendor-submitted past performance is permitted, how many reference projects should be provided, and what information is required for each (e.g., customer POC, contract number, value, period of performance, scope description)? b. Will the Government accept Past Performance Questionnaires (PPQs) for relevant contracts not documented in CPARS (e.g., commercial, state, or municipal work)? If so, is there a required PPQ form, and should completed PPQs be submitted with the quote or sent directly to your office by the reference? c. May quoters identify specific relevant CPARS entries in their submission to assist the Government's review? d. How will a quoter without an existing CPARS/SPRS record be evaluated under the pass/fail methodology? Some firms may only hold private sector past performance, in which one does not get CPARS ratings, and a PPQ would be appropriate as an alternative.” Data Source: As referenced in the solicitation, the evaluation will be based on the data sources available to the Government. You should ensure that your company's information in government systems is accurate and up to date. The Government will evaluate Past Performance on a pass/fail basis using its own sources. As stated in the solicitation, "based on FAPIIS, CPARS ratings (if available), SPRS scores, and other valid historical data obtained by the government. Evaluation without CPARS/SPRS: An offeror without a record of relevant past performance in government databases will receive a "neutral" rating. In a pass/fail evaluation, a neutral rating is considered a "pass." You will not be penalized for having no prior federal contracting history. 4) “Key Personnel (Section 3.4.1): Please clarify if a maximum number of Key Personnel exist for the proposal. “ Number of Key Personnel: There is no maximum number required. You should provide resumes for the field personnel you propose to use to fulfill the requirements; demonstrating they have the required experience and certifications. Additionally, be sure to itemize the labor rates on the price list. 5) “Packaging and Contents (Section 3.4): Should Part I (Technical Capability Package) and Part II (Priced Quote) be submitted as separate files? Should the Price List (Attachment 4) be returned in native Excel format or as a PDF? File Submission: The solicitation requires the quote to consist of "two (2) separate parts: Part I - Technical Capability Package and Part II - Priced Quote". This implies that vendors should submit their quote as separate files for organizational clarity. The "Fillable BPA Price List" is an Excel file and should be returned in its native Excel format, however, submitting the document as a PDF will also be accepted. 6) “Are there page limits for the capability statement or Part I overall, beyond the two-page limit stated for the QA/QC narrative?” Page Limits: The only explicit page limit is for the QA/QC Narrative, which per the solicitation "shall not exceed two (2) pages". There are no other page limits for the capability statement or other parts of the quote package. 7) “Should the administrative items in Section 3.4 (company information, payment terms, warranty, quote expiration, FOB/Inspection & Acceptance) be provided in a cover letter, within Part I, or in another format?” Administrative Items: The administrative items from Section 3.4 (company info, payment terms, etc.) are required components of your quotation package. It is standard practice to include these in a cover letter or as a separate section at the beginning of your Technical Capability Package (Part I). Either is deemed acceptable. 8) “Should a separate Acknowledgment of Solicitation Amendment form be submitted for each of the three amendments issued, or may one form acknowledge all amendments?” Amendment Acknowledgment: You may use one "Acknowledgment of Solicitation Amendment" form to acknowledge all amendments. You should clearly list all amendment numbers on the form. 9) “For key personnel resumes, is there a required format or length, and should copies of OSHA 40-hour HAZWOPER certificates be attached, or is certification status noted on the resume sufficient?” Resumes and Certifications: The is not a specific format or length for resumes. For OSHA certifications, the instruction is to "Provide documentation showing field personnel...maintain active OSHA 40-hour HAZWOPER certifications", which implies to attach copies of the certificates along with the resumes. 10) “Is the FDEP compliance statement acceptable as a signed narrative on company letterhead, or is a specific format required?” FDEP Compliance Statement: A signed narrative on company letterhead is an acceptable format for the FDEP compliance statement. 11) “Must an offeror complete and price every field-service and laboratory-analysis line in the Government pricing workbook to be eligible for a BPA, or may an offeror identify unsupported analyses and propose only the services within its certified scope?” Pricing Scope: The solicitation requires that offerors must complete and submit the attached comprehensive, fixed-price list” (see fillable attachment). The term "comprehensive" price list implies that the Government expects a complete price list. Offerors are expected to price all services listed. To be considered fully responsive and eligible for this Blanket Purchase Agreement (BPA), your firm should supply a fully burdened/ and offer a complete price list for every line item noted. Therefore, Quoters must complete all line items including laboratory analyses, field labor rates, and materials—and prices must be firm-fixed and fully burdened. The term 'fully burdened' means the rates must definitively include all associated costs and expenses, and other proposed fees not listed, as the Government will not authorize or pay any unburdened costs, hidden fees, or separate line-items not included on the noted price list. Offerors should provide a quote on all services to be considered fully responsive. To be eligible for a Blanket Purchase Agreement (BPA) award, an offeror must provide a fully burdened price list that completes every field-service line, laboratory-analysis line, and all other sections noted within the Government pricing workbook. Quotations that fail to price the complete schedule of requirements as outlined in the Government-provided workbook will be deemed unacceptable. Should an offeror wish to propose additional analyses or services beyond those specified in the solicitation, the offeror may do so; however, these additional items must be submitted on a separate, distinct price list. Please be advised that any such supplemental price list will be accepted as informational data only and will not be included in the Lowest Price Technically Acceptable (LPTA) evaluation. 12) “May a small-business prime use more than one NELAP-certified, similarly situated small-business subcontract laboratory to cover the complete analytical schedule, provided the prime remains responsible for all field collection, quality control, reporting and BPA administration?” Use of Multiple Subcontractors: The solicitation allows for subcontracting. Specifically, if the prime contractor is purely a field sampling firm and is subcontracting the laboratory effort, provide a Letter of Commitment from the proposed FDEP approved laboratory, alongside their certificate. The subject solicitation does not prohibit the use of more than one subcontractor, provided all laboratories are NELAP-certified and meet the requirements. The prime contractor remains responsible for all aspects of the BPA. 13) “Please confirm how Price, Technical Capability and Past Performance will be weighted or ranked. The solicitation identifies all three factors, but the relative-importance language appears incomplete.” Evaluation Criteria Weighting: The solicitation specifies a "Lowest Priced Technically Acceptable (LPTA)" evaluation methodology. In an LPTA evaluation, there are no weighting of factors. All non-price factors (Technical and Past Performance) are evaluated on a pass/fail basis. To be considered for award, an offeror must submit a completed price list, receive a "pass" rating for both the Technical Capability Package and Past Performance. Among the technically acceptable offerors, the awards will be made to the three lowest-priced offerors. 14) “Please confirm whether copies of NELAP/TNI certificates and certified analyte scopes must be submitted with the initial quotation.” Submission of Certifications: Yes, copies of NELAP/TNI certificates and the "Scope of Accreditation" annex must be submitted with the initial quotation. This is a mandatory requirement for the Technical Capability package (Reference Part I-Technical Capability Package) as noted in the solicitation. 15) “Since the site-access request deadline has passed and attendance is not mandatory, please confirm that non-attendees may submit quotations based on the SOW and pricing workbook without penalty.” Site Visit Attendance: Attendance at the site visit is not mandatory. The solicitation confirms that "While attendance at this site visit is not mandatory for the submission of a quote, all prospective vendors are highly encouraged to attend..." (Reference Amendment 01 of the Solicitation and section 1.4 of the Statement of Work ). Non-attendees will not be penalized for not attending, but they are still responsible for understanding all requirements of the Statement of Work. 16) “Past Performance is evaluated on a pass/fail basis, but the solicitation does not expressly state how an offeror with no corporate past performance will be rated. Will a truthful no-past-performance submission receive a neutral/pass rating, or will the absence of” the vendor’s “…corporate history result in failure?” Past Performance with No Corporate History: When considering LPTA evaluations, an offeror without a record of relevant past performance will not be evaluated favorably or unfavorably on past performance and will receive a "neutral" rating, which is considered a "pass". Therefore, a truthful "no-past-performance" submission will receive a neutral/pass rating. 17) “May the Government consider relevant performance of” the vendor’s “…proposed field-sampling and NELAP laboratory subcontractors when that experience is clearly attributed to those entities and accompanied by letters of commitment?” Consideration of Subcontractor Past Performance: The solicitation focuses on the past performance of the prime contractor. If you are relying on subcontractor’s past performance, it is advisable to clearly document it in your proposal and include letters of commitment from the subcontractors (Reference Part 1-Technical Capability Package, Section 1. Proof of Laboratory Certifications). 18) “Please identify the controlling limitation-on-subcontracting or workshare requirement for this BPA. May” vendors “…exclude amounts paid to similarly situated small-business laboratories or field partners when calculating compliance?” Because all orders placed under this BPA are anticipated to be at or below the Simplified Acquisition Threshold (SAT), FAR 52.219-14 does not apply. Consequently, vendors do not need to calculate compliance. Vendor’s may utilize subcontractor laboratories and field partners as needed to fulfill the Statement of Work (SOW) without engaging in compliance calculations. The prime contractor remains responsible for all aspects of the BPA. 19) “The uploaded package appears to contain a solicitation PDF whose page sequence begins internally at page 4, and the relative-importance language for Price, Technical Capability, and Past Performance appears incomplete. Please confirm that the current SAM.gov package is complete and identify any corrected solicitation or amendment document that offerors must use. Completeness of Solicitation Package: The uploaded documents and solicitation package as made available on SAM.gov are complete. The "page 4 of 15" is an internal page number from the solicitation (provisions) document itself. 20) “Please identify the amendment-acknowledgment form or the precise method offerors must use to acknowledge all amendments with the quotation.” Amendment Acknowledgment: The solicitation requires the submission of the "Acknowledgment of Solicitation Amendment form" with the formal quote. You may use one form to acknowledge all amendments.
