3. Description of Requirement
The Naval Support Activity, Naples Detachment (NSAND) in Gaeta, Italy, is seeking a contractor to provide all necessary personnel, equipment, and supervision for the 24/7 on-call operation (opening and closing) of the Port Security Barrier (PSB) Main and Side Gates.
Key requirements include:
- Responding to notifications and being on-site within one (1) hour.
- Providing a registered, seaworthy tugboat capable of operating in winds up to 45 knots.
- Ensuring personnel hold the required Italian boating licenses and that an English-speaking manager is available on-call.
4. Place and Period of Performance
- Place of Performance: Naval Support Activity, Naples Detachment (NSAND), Gaeta, Italy.
- Period of Performance: The contract will include a base year of 12 months, four (4) 12-month option years, and a potential 6-month extension, for a total possible duration of 66 months.
5. Set-Aside and Eligibility
- This acquisition is not set-aside for small business concerns.
- Offerors must have an active registration in the System for Award Management (SAM.gov) to be eligible for award.
6. Submission and Evaluation
- Quotations must be submitted in three separate volumes: Technical Capability, Past Performance, and Price (in Euros). See attached SF 1449 AND Amendment 0001 for additional details.
- The Government will award a single Firm-Fixed-Price contract to the offeror responsible whose quote is most advantageous, considering technical capability, past performance, and price.
