Fire Safety Services

The Vendor is required to provide comprehensive fire protection inspection, testing, certification, monitoring, maintenance, and repair services for residential, administrative, and commercial facilities located throughout authority-managed properties.
1. Backflow certifications
• Inspection and operational testing of all fire sprinkler backflow prevention devices
• Verification of compliance with local water authority requirements
• Completion and submission of all certification reports and documentation required
• Identification of deficiencies, failures, or code compliance concerns
• Coordination of required shutdowns with housing authority representatives
• Tagging and labeling of tested devices
• Electronic and hard-copy submission of certification reports
2. Fire pump testing
• Visual inspection of fire pump assemblies and associated equipment
• Churn, flow, and performance testing
• Verification of automatic and manual operation
• Testing of alarms, controllers, gauges, valves, and fuel systems where applicable
• Recording suction and discharge pressures
• Documentation of flow rates and operational performance
• Identification of deficiencies or recommended repairs
• Submission of detailed inspection and testing reports
3. Monthly fire pump churn testing
• Starting and operating pumps under no-flow conditions
• Verification of automatic startup functionality
• Recording pressure readings, run times, and system conditions
• Inspection for leaks, abnormal vibration, unusual noise, overheating, or equipment malfunction
• Documentation of all test results
• Notification to housing authority staff of deficiencies requiring corrective action
4. Fire extinguisher inspection, testing, and tagging
• Visual inspection of all extinguishers
• Verification of accessibility, mounting, pressure levels, and physical condition
• Replacement of inspection tags as required
• Hydrostatic testing when required by applicable standards
• Recharge services as necessary
• Replacement recommendations for damaged or expired units
• Documentation of inspections and deficiencies
• Compliance with NFPA 10 requirements
5. Annual fire alarm detection inspection and testing
• Functional testing of fire alarm control panels
• Testing of smoke detectors, heat detectors, pull stations, horn and strobes, annunciators, duct detectors, and communication devices
• Verification of signal transmission to monitoring stations
• Battery testing and replacement recommendations
• Inspection of wiring, panel conditions, and device functionality
• Coordination with monitoring providers
• Documentation of all tested devices and deficiencies
• Submission of inspection reports and compliance certifications
6. Annual fire sprinkler system inspection and testing
• Inspection and testing of sprinkler heads, risers, valves, gauges, piping, and supervisory devices
• Main drain testing
• Water flow alarm testing
• Tamper switch testing
• Inspection of dry, wet, pre-action, and standpipe systems where applicable
• Identification of obstructions, corrosion, leaks, or damaged components
• Documentation of deficiencies and corrective recommendations
• Submission of inspection and compliance reports
7. Fire alarm panel monitoring services
• 24-hour monitoring of fire alarm systems
• Immediate notification to emergency responders and designated housing authority contacts upon alarm activation
• Monitoring of trouble, supervisory, and communication signals
• Maintenance of monitoring records and event logs
• Technical support for alarm communication issues
• Monthly invoicing identifying monitored properties and associated costs
8. Commercial hood inspection services
• Semi-annual or annual inspection and testing as required
• Inspection of suppression nozzles, piping, pull stations, cylinders, fusible links, and detection systems
• Functional testing of system shutdowns and fuel shutoff devices
• Replacement of fusible links as required
• Verification of system tags and compliance labeling
• Documentation of deficiencies and repair recommendations
• Submission of inspection reports and certifications
9. Irrigation system testing
• Inspection and testing of irrigation backflow prevention devices
• Seasonal startup and shutdown verification where applicable
• Identification of leaks, pressure deficiencies, damaged valves, or malfunctioning components
• Submission of testing and certification reports
• Coordination with local water authorities as required.
