The vendor is required to provide graphics content creation for recycling education and outreach.
- TO achieve the grant goals of the recycling education and outreach grant given to the city, a graphics content creation contract is needed to create an educational campaign increasing curbside recycling, helping the public understand how to reduce wasted food and to better understand the recycling process so the public can recycle right.

• Attend public meetings and stakeholder committee meetings to ensure the contractor understands the direction of the education content needed and will help create consensus around barriers for the development of the marketing strategy.
• Have regularly scheduled virtual meetings with the city and partners to discuss campaign strategy.
• Work with the social marketing and behavior change contractor to understand the barriers that are causing the target populations to have the inability to participate in the desired goal and objectives identified in the grant’s scope.
• Work with the city staff and the social marketing and behavior change contractor to vision board the desired messaging strategy direction that the research completed by the social marketing and behavior change contractor identifies as the best messaging strategy.
• Educational outreach content created will be multilingual and the partnership with the cultural centers of city sub awardee will assist in translation services.
• Ensure the design work will be created through the following lenses: non-stigmatizing language, environmental justice, equity, and accuracy.
• The contractor must be flexible in design and be willing to co-create between all agencies to achieve the goal of motivational education to ensure change is created towards the grants goals.
• All education content created will have a form of closed, open and focused beta tested with each target audience in mind.
o The beta testing will identify if the messaging strategy accurately reflects motivators and benefits that will promote the desired behavior change outcomes.
o Beta test will be drafted in multiple languages to ensure the messaging is correct.
o If the beta test proves not to be motivating to the sub-sample, the contractor must work with the city and the social marketing and behavior change consultant to modify the education based upon the results of the research.
o Feedback from contractor will be helpful to understand alternatives to delivering the messages found through the social marketing research.
o Additional message testing will occur before, during and after the project educational content launch to identify ensure audience is receiving the correct messaging.
• Responsible for all digital advertising placement as well as the collection and reporting of all data collection regarding the results of the digital media outreach to the city staff.
• The following is a list of the minimum educational outreach areas in conjunction with the required reach and timeframe that must be completed in this contract.
o Social media advertisements (with a 2,000 view per ad minimum),
o Billboard advertisements - multilingual (minimum of seven)
o Radio advertisements (minimum of four at a 10-day broadcast)
o Television ads and data analysis (minimum of four at a 10-day broadcast)
o Radio ads and analyze data and identify, (minimum of four at a 10-day broadcast)
o Videos and data analysis (in partnership with the city of health tv).
o Printed materials to support campaign initiatives
o Community presentations, public event booths and outreach events.
• Provide monthly analysis of qualitative data with campaign efforts to the city.
• Provide monthly analysis of all digital advertising placement and data collection results will be reported to the city
• Provide all designed original files, graphics, fonts and other creative materials to the city for ownership at the end of the project.
o All revisions of intercepting testing data, beta testing data, and final content created by this contractor will be public information and will become part of an end-of-grant toolkit.

o Provide an overview and monthly budget of an adequate timeframe needed to achieve the appropriate behavior change identified above.
