RFP Description

The vendor required to provide communications and public affairs, graphic design to branding, design, and creative support services on an as-needed and project-based basis.
- Requirement:
1. County-wide brand development
•    Using the county’s current brand, develop comprehensive, modern brand guidelines for county
•    Refine or expand existing visual identity elements, as needed
•    Define standards for logo usage, color palettes, typography, imagery, iconography, layouts and tone
•    Provide guidance for both print and digital applications
•    Deliver final brand guidelines in accessible, user-friendly formats (e.g., pdf and editable templates)
2. Department and sub-brand guidelines
•    Create or refine brand guidelines for existing county departments, programs and sub-brands
•    Expand logo systems and visual elements where appropriate while maintaining alignment with the county master brand
•    Develop flexible branding frameworks that allow departments to communicate effectively while remaining visually consistent
3. Future sub-brand creation
•    Design new logos and visual identities for future county programs, initiatives or facilities
•    Develop supporting brand guidelines for each new sub-brand
•    Ensure all new sub-brands integrate seamlessly with the county’s overall brand architecture
4. Event design support
•    Provide creative support for county-sponsored and county-supported events
•    Design materials including, but not limited to:
o    Event signage
o    Programs and agendas
o    Invitations (print and digital)
o    Wayfinding and on-site graphics
•    Prepare print-ready and digital files in required formats
5. Communication campaign support
•    Design creative assets for public information and outreach campaigns, including, but not limited to:
o    Posters and flyers
o    Signage
o    Digital advertisements (static and animated, where applicable)
o    Print advertisements
o    Fact sheets, reports and brochures
•    Adapt designs across multiple formats and sizes
•    Ensure consistency with campaign goals, messaging and brand standards
6. Additional projects
•    Support the county’s website redesign project with creative assets, as needed
•    Develop design guidelines for the county’s new print magazine
7. Project management and collaboration
•    Designate a primary point of contact for all county projects
•    Participate in project kickoff meetings, status updates and review sessions, as needed
•    Coordinate closely with county staff, departments and external vendors
•    Manage multiple projects simultaneously and meet agreed-upon deadlines
8. Revisions and review process
•    Include a defined number of review and revision cycles for each deliverable
•    Incorporate county feedback in a timely and professional manner
•    Maintain version control and organized file management
9. Accessibility and compliance
•    Ensure designs comply with applicable accessibility standards
•    Follow public-sector communication standards and inclusive design principles
10. Deliverables and file formats
•    Provide final deliverables in print-ready and web-ready formats, as required
•    Supply editable and source files (e.g., adobe InDesign, illustrator, photoshop) upon project completion
•    Ensure proper file naming, organization and transfer
11. Ownership and usage rights
•    All final creative work produced under contract shall be the property of county government in perpetuity
•    The county shall retain full usage, reproduction and modification rights without restriction
12. Schedule and workload
•    Services may be requested on a project-by-project basis throughout the contract term
•    Proposers should demonstrate the ability to respond to varying workloads, including time-sensitive projects
13. Optional and value-added services (if available)
•    Brand audits and assessments
•    Template development (e.g., presentations, reports, social media)
•    Illustration, photography coordination or motion graphics
•    Consultation on brand governance and long-term brand management
•    Canva brand kit set up and adobe creative cloud brand kit set up.
