Digital Outdoor Sign Services

The Vendor is required to provide digital outdoor sign services for include:
1. General description
•    The contractor shall furnish a complete outdoor-rated, double-face led display system with a viewing area of approximately 3’ x 7’ per face.
•    The system shall include all necessary hardware, software, communication components, and accessories required for full operation.
2. Display requirements
•    Pixel spacing shall not exceed 8mm (center-to-center).
•    Each pixel must consist of a single SMD RGB led; no thru-hole, hybrid, or virtual pixel technologies will be accepted.
•    Display shall support full-color video and graphics, including pre-recorded and live video at up to 30 frames per second.
•    Minimum brightness shall be 7,500 nits with automatic dimming via photocell and internal longitude and latitude settings.
•    Viewing angles shall be a minimum of 150° horizontal and +35°/-60° vertical.
•    Display must support a minimum of 1.2 quintillion colors.
3. Display configuration
•    Minimum matrix: 90 pixels high by 180 pixels wide.
•    Minimum active viewing area: 36” h x 84” w.
•    Minimum pixel density: 900 pixels per square foot.
•    Character display capability: minimum 11 lines and 42 characters per line at 3” character height.
•    Must support both true type and fixed-width fonts.
4. Functional capabilities
•    Ability to display time and real-time temperature.
•    Integration capability for RSS feeds (news, weather, sports, etc.).
•    Compatibility with common media formats including AVI, bmp, gif, and jpg.
•    Preloaded content library of at least 1,000 ready-to-use files.
5. Communications and software
•    Must utilize 4g cellular wireless communication with a prepaid Verizon data plan for the life of the display; no recurring fees.
•    Cloud-based control software compatible with windows and mac operating systems.
•    Software must include scheduling, content editing, proof-of-performance reporting, font management, and third-party integrations.
•    Unlimited software licensing with no recurring user fees.
•    Must include customizable user access levels and password protection.
6. Construction and design
•    Cabinet construction must be extruded aluminum with precision mitered corners and welded seams.
•    Cabinets must have a 30% gloss black finish.
•    Maximum cabinet size: 41” h x 7’-3” l x 5” d.
•    Maximum weight: 326 LBS per face.
•    Front-access service design required.
•    Windowless design (no Lexan or protective face covering).
•    Passive ventilation system preferred; if filters are required, maintenance details must be provided.
7. Durability and environmental protection
•    Led modules must be fully encapsulated and capable of submersion in water.
•    Demonstration of waterproof capability required upon award.
•    No ribbon cable connections permitted.
•    LEDs must be rated for 100,000 hours (to 50% brightness).
8. Diagnostics and maintenance
•    Remote diagnostics capability required, including reporting on outages, uptime, downtime, and service history.
•    Manufacturer must provide training for staff at a mutually agreed time.
•    Ongoing technical support must be available for a minimum of 10 years.
9. Compliance requirements
•    Equipment must comply with regulations (title 47, parts 2 and 15).
•    Vendor must provide test reports, compliance documentation, and labeling verification.
•    Manufacturer must guarantee compliance for a minimum of 10 years.
10. Warranty
•    Minimum 5-year comprehensive parts warranty covering all components, including communications.
•    Replacement parts must be shipped within two (2) business days with no upfront cost.
•    Technical support must be included for the life of the display.
11. Manufacturer and installer qualifications
•    Manufacturer must have a minimum of 5 years of continuous experience producing led displays under the same business name.
•    Led modules and cabinets must be produced by the same manufacturer.
•    Manufacturer must have a country based production facility.
•    Installer must have installed at least two similar systems within the past 24 months.
•    Installer must employ factory-certified technicians.
•    Service provider must be located within 100 miles of the project site.
•    Manufacturer must guarantee parts availability for at least 10 years.
12. Delivery and logistics
•    Delivery shall be fob destination and included in total bid cost.
•    Lead time shall not exceed 4–6 weeks from contract execution.
13. References and demonstration
•    Vendor must provide at least five (5) customer references within a 100-mile radius.
•    Demonstration of product capabilities may be required prior to final acceptance.
