The Vendor is required to provide signage, wayfinding fabrication and installation project services for include:
1. Shop drawings, submittals, and quality assurance
• Prepare and submit detailed shop drawings for all sign types, including any modifications or refinements needed for field conditions, for city review and approval prior to fabrication.
• Include material specifications, colors (pantone or approved match), fonts, finishes, lighting/electrical details, foundation/anchorage details, and mounting hardware.
• Samples of materials, finishes, colors, and led display mockups or specifications for approval.
• Structural calculations and sealed drawings for all monument signs, foundations, and any elements requiring engineering review.
• Implement a formal QA/QC program with hold points for city inspection at key stages (e.g., shop fabrication completion, pre-install, post-install).
2. Fabrication
• Fabricate all signs exactly per the designs, details, materials, and specifications in the construction documents (sign families b–f, including vehicular directional, district, street id, parking, and building id signs).
• All materials shall be durable, weather-resistant, stable, and suitable for state climate and downtown environment.
• Vandal-resistant hardware and finishes where appropriate.
• For illuminated signs and the new programmable led sign: provide complete electrical components, drivers, and wiring ready for connection.
• Programmable led sign (additional scope at train depot): supply and fabricate one (1) new outdoor programmable full-color led digital sign to replace the existing non-functioning analog sign at the train depot.
• The sign shall be installed at the existing sign’s location utilizing available power.
• The design, cabinet, mounting, and base treatment shall harmonize with the overall signage family aesthetic and base details in the construction documents.
• Recommend appropriate size, pixel pitch (recommended 10mm or better for text/graphics clarity), brightness (minimum 5,000–7,000 nits for daylight readability), IP rating (ip65+), control system (cloud/remote accessible with scheduling, multiple zones, content management software), and any surge protection or environmental controls.
• Include initial setup with city-approved default/welcome messages, training for up to five (5) city staff on content creation, scheduling, and basic maintenance (minimum 4 hours on-site), and all manuals/documentation.
• The sign and system shall comply with city sign ordinances regarding brightness, message dwell time, and prohibited effects (e.g., flashing).
• Extended warranty (minimum 3–5 years on led modules and power supplies) with clear service response commitments.
3. Installation and site work
• Install all signs at the precise locations shown on the construction documents and the KML map.
• Verify coordinates and staking with city public works prior to excavation or installation.
• Construct foundations and bases exactly per structural details in the CDs (sheets s series).
• Include excavation, compacted structural fill/backfill, concrete, reinforcement, anchor bolts, and waterproofing as required.
• No voids or settlement-prone areas.
• Perform all electrical work (conduit, wiring, connections, panels, disconnects) for any illuminated signs and the new depot led sign in full compliance with NEC, city electrical code, and state licensing requirements.
• Coordinate power sources with city public works; power is confirmed available at the depot led location.
• Remove and lawfully dispose of all existing signs, posts, bases, and foundations being replaced within the project scope, including the analog sign and any associated equipment at the train depot.
• Restore disturbed areas (holes, trenching, landscaping, hardscape) to match surrounding conditions or better.
• Complete traffic control, barricades, signage, flaggers, and pedestrian protection per a city-approved traffic control plan.
• Minimize lane/sidewalk closures and coordinate timing with city police and public works to avoid peak downtown business hours and special events whenever feasible.
• Daily cleanup of work areas and debris is required.
• Protect all adjacent buildings, historic structures, shared walls if any, utilities, landscaping, irrigation, and public infrastructure.
• Any damage caused by the contractor shall be repaired or replaced at contractor’s sole expense to the satisfaction of the city and affected parties within an approved timeframe.
4. Permitting, regulatory compliance, and historic district requirements
• Attend all required planning commission, or council meetings and provide supporting documentation.
• The city will provide reasonable assistance with owner signatures but the contractor remains fully responsible for timeliness and completeness of all permits.
• Comply with all applicable city codes and ordinances, standards (including breakaway requirements if applicable for certain posts), MUTCD for any regulatory components, and best practices for historic district signage.
• Support the city in demonstrating compliance throughout the process.
5. Site restoration, testing, training, and close-out
• Completion of installation, restore all disturbed areas to a clean, graded, stabilized condition matching or exceeding pre-existing conditions.
• Repair or replace any damaged sidewalks, curbs, pavement, landscaping, or irrigation at no additional cost to the city.
• Test and commission all signs, including electrical systems and the full functionality of the programmable led sign and its content management system.
• Provide as-built photographs, GPS coordinates of all installations, and updated location documentation.
• Comprehensive operation and maintenance manuals, warranty documentation (workmanship and manufacturer), and training for city staff on the led sign content management system and any other electronic components.
• Final inspection and written certification by contractor and city representative that all work is complete, compliant, and ready for use.
• All close-out documentation shall be delivered within 14 days of substantial completion.
• Retain all project records for a minimum of seven (7) years per state requirements.
