The vendor is required to provide geographic information system (GIS) and mapping services, overseen by the advance planning division of the planning and environmental review department.
- Spatial data management
• This includes data organization, maintenance, and management.
• Particular attention is needed to ensure general plan and zoning datasets and maps are secure and up-to-date.
• As part of this effort, develop relationships with city staff and ensure that as new and updated data is produced, that information is logged and updated maps are prepared in a timely manner.
• The currently planning division of planning and environmental review with preparing updated data and maps when a zoning district amendment is proposed as part of a development project.
• A second example is ensuring that updated environmentally sensitive habitat area (ESHA) boundaries from project-specific biological studies are documented and logged for future update to the city’s general plan maps identifying the boundaries of ESHA within the city.
- Esri license oversight
• Serve as a facilitator to ensure the city is properly leveraging the city’s existing Esri licensed products.
• This includes coordinating the city’s ArcGIS online presence and utilization.
- Map preparation and GIS analysis
• Update general plan and zoning maps, prepare miscellaneous maps such as census, demographics, and coastal access maps, and maps for staff reports.
• Ensure cartographic consistency across maps. create new datasets and conduct GIS data analysis at the direction of the city.
- City staff GIS coordination meetings and training
• Facilitate monthly GIS meetings to review spatial data management, versioning control, and status of imagery and data purchases, and to support staff GIS training.
• Assist individual staff members with training with ArcGIS pro and ArcGIS online on an as needed basis.
• These include the city’s information technology (IT) service provider, acorn technology services, and the city’s permit tracking service provider computer software inc. (CSI).
• CSI includes ensuring that the city’s spatial data is properly displayed and managed within the mapping module of the city’s permit tracking system.
- Emergency operations mapping
• Assist the city with mapping and information dissemination during emergency events.
• This may include in-person or virtual support for an established emergency operations center.
- The city has $50,000 budgeted for GIS and mapping services in FY 2025-26, some of which will be spent with the city’s current GIS and mapping services provider.
