The Vendor is required to provide to address technology obsolescence and establish standardized utility focused data models by transforming agency legacy Esri Geographic Information System (GIS) geometric network based platform to Esri’s modern ArcGIS Utility Network (UN) utility-based solution.
- Responsible for a portfolio of utility services and solutions including the electric generation, water production, transmission and distribution of electric and water services to its customers within its service area as well as chilled water, lighting, back-up generation, electric vehicle charging and solar services and solutions.
- This ArcGIS Utility Network Migration, is to request Proposals from qualified Vendors to oversee, coordinate and execute the modernization of the agency existing GIS to Esri’s ArcGIS UN to support the optimization of core GIS based engineering, operations, inspections, maintenance, production, and construction related processes, technologies and data.
- Managing the electric, fiber, and water system networks in different models continues to be a challenge, particularly with meeting the requirements associated with its distribution assets.
- Services include:
• Establish GIS as “system of record” for location of network system assets along with how they are connected.
• Define and address data gaps between the existing GIS data model and the utility network GIS data model.
• Consolidate and improve data accuracy and content.
• Enhanced data modeling to reflect real-world representation of the electric and water system networks, including such things as distributed energy resources (DERS).
• Leverage web-centric technology (e.g., portal) to allow greater access to data in disparate systems and across the utility.
• Increase consistency of GIS standards and processes.
• Increase efficiencies with improved business processes.
• Modernize current GIS tools, addressing performance issues with legacy Esri and se technologies.
• Reduce or eliminate overlapping GIS/design/cad software functionality and processes.
• Ensure the utility network GIS data model is designed for grid modernization and support the future ADMS with a connected network model.
• Ensure proper planning and analysis is performed relating to required infrastructure and architecture.
• Organize the electric, fiber, and water migrations into phases to reduce risk and resource impacts.
• Address change management as part of each phase.
• Leverage the suite of network management capabilities in ArcGIS pro for creating, editing, and managing, analyzing, visualizing, and sharing network data when based on the UN data model.
• Align with other major initiatives at agency, including planned ADMS, mobility, etc.
• Conversion of the existing water and chilled water geodatabase based on the geometric data models into a single water combined geodatabase based on the utility network data model.
• Building of a scalable ArcGIS pro editing environment, utilizing the latest version.
• Updating of all ArcGIS services to read from and write to the new water database.
• Remediation (upgrade/reconfigure, replace, retire) of all the integrations to the water geospatial platform.
• This will include all the required integrations as well as any new integrations that may be implemented prior to the geospatial platform modernization.
• It will also include republishing of data layers and recreation of existing web maps and apps to the agency ArcGIS enterprise.
• Identify and deploy a mobile tool for field users to replace or improve upon the functionality currently available in water engine review and document impacted business processes.
• Recommend system sizing requirements, performance requirements and product requirements necessary to achieve business goals and sustain operational integrity.
• Develop and execute change management to ensure all agency employees and contractors (where applicable) understand the upcoming change and are fully trained and ready to utilize the new systems and associated workflow processes.
• Propose recommended project delivery and project management approach, based on proven track record, experience and skills.
• Conduct detailed workshops to finalize overall designs and technical implementation requirements.
• Recommend approaches and tasks that may not be included in this proposal but may be critical to the success of the UN migration project.
• Manage the schedule and coordinating with both agency and all 3rd parties & sub-contractors to ensure an on-time delivery of the UN migration project.
• Work with agency to create all the required documentation (architecture & infrastructure diagrams, security requirements, data flow diagrams, etc.) For approvals and implementation of the new ArcGIS enterprise platform as well as each of the required integrations.
• Develop and execute test plans required to ensure the platform is meeting all business needs and technical requirements such as performance and security.
• This includes but is not limited to applications, system integration, functional unit, performance and user acceptance testing.
• Define and develop data management feature restrictions, network rules and attribute rules to successfully maintain the new networks data accuracy and correctness.
• This includes incorporating current attribute assistance, auto updater and attribute inheritance rules into the new editing experience.
• Map geometric network to the utility network model and develop the utility network model with the goal of reducing redundant/unneeded feature classes, removing or streamlining legacy relationship classes, and standardizing symbology across all user groups (both editors and end users).
• Define, develop and implement GIS editing tools and templates along with redesign editing workflows to leverage the ArcGIS pro editing tools and limit customizations.
• Develop a baseline “source-to-target” data mapping (SDM) document for each system (electric, fiber, and water).
• Conduct workshops to prioritize the upgrade or re-design of required integrations, including an analysis of standardizing on an integration process or framework.
• Perform project management in partnership with agency, including technical risk and mitigation strategies.
• Develop and deploy cutover plan, inclusive of mock cutovers strategies.
• Provide application and database support for 90 days following production go-live.
