• The survey must include detailed condition assessments, photographs, and documentation for:
2. Vaults and handholds
• Record GPS location (lid and vault base)
• Document lid id marker, interior condition (dry and wet, freeze damage), conduit count and sizes, and fiber cable count and sizes
• Identify cable tags, ownership (public safety, it, third-party), cable type, date, and serial and marker
• Record splice closures, storage loops, tracer wires, ground wires, and visible damage or safety issues
• Provide digital photos of the vault with lid on (exterior, interior, surrounding area)
3. Path between vaults
• Verify tracer wire presence and conduit depth (spot-checked)
• Record path length and anomalies in routing
4. Utility poles with fiber attachments
• Verify equipment at each pole, record pole id, and record GPS location of pole
• Document cable ids, ownership, SEQUENTIALS, make, date, and condition
• Photograph risers, lashings, slack loops, snowshoes, and anchors
• Assess splice closures, accessibility, damage, and safety concerns
5. Splice closures
• Record make and model, condition, penetration seals, hardware, and splicing trays
• Document all ingress and egress cables, buffer tubes, splicing details, and orphaned strands
• Verify proper bend radius and absence of micro-bends or physical damage
• Provide photos of closures and trays
6. Building penetrations to demarcation panels
• Verify seals, evidence of intrusion, and code compliance (plenum transitions, conduit use)
• Record cable sequentials, service loops, damage, safety concerns, and splicing details
7. Patch panels
• Document make and model and id tags, connector types, splicing and patching diagrams, mounts, and dust covers
• Assess buffer tube mounting, bend radius, and evidence of damage
• Identify unused cross-connects and free up those resources.
8. Cable integrity testing
• Conduct optical time domain reflectometer (OTDR) testing on all terminated but unused strands accessible at demarcation patch panels.
• Provide an overall condition assessment with OTDR traces as supporting data.
• Produce end-to-end splice diagrams, mapping all circuits, fusion splices, and cross-connects.
• Validate unused circuits and strands, documenting OTDR traces for verification.
9. Documentation, mapping, and integration
• Create GIS-based maps of the entire optical fiber network (fiber routes, splice points, junction boxes, poles, facilities).
• Ensure compatibility with Esri and municipal GIS and asset management systems.
• Deliver comprehensive mapping reports, metadata, and high-resolution visuals.
• Provide all raw field data (survey files, OTDR traces, photographs) in native digital formats.
