The vendor is required to provide to conduct geographic information system (GIS) data improvements and to develop a GIS-based land use inventory (LUI) dashboard, additional analytics toolsets, and supporting documentation and standard operating procedures (sops) to support the county.
- This work will address known data gaps and inconsistencies in the county’s geodatabase. It will include, but is not limited to, the review and cleanup of existing geodatabase files and shapefiles, the creation of new mapping layers, and updates to existing attribute tables and field values.
- These toolsets will support key LUI information and track several geospatial performance indicators and metrics required by other county policies and master plans.
- The consultant will be expected to provide supporting documentation and sops to accompany the analytics toolsets developed.
- The county requires the development of a land use inventory (LUI) dashboard that will display current land use and development data in a user-friendly, geospatial format.
- The intention of this dashboard is to effectively replace the need for an annual LUI report, enabling administration and council to make data-driven, real-time decisions related to land use and development.
- Create new “land use” layer: the county’s current land use data is stored as linear data (label), limiting our ability to conduct spatial analyses on land uses.
- This data shall be converted to a new polygon layer (spatial) to accommodate spatial analyses requirements.
- Standardize land use codes: the county previously updated legacy land use codes to our current land use codes (as a result of an updated land use bylaw), however, the legacy codes were not removed from the GIS database consistently.
- The legacy land use codes shall be removed from the new land use layer.
- The dashboard should display county-wide statistics with the ability to drill into specific geographies (ex., area structure plan) and display local results.
