The Vendor is required to provide for the development of GIS based curbside collection routes and supply, implementation, and support of a route optimization software system to support the launch of a new seasonal program.
- Support the implementation of this program through delivering two components:
• Route Development – to design efficient, GIS-based curbside collection routes. These routes shall reflect average fall seasonal conditions and balance operational efficiency with service coverage.
• Route Optimization Software (ROS) System – to supply, configure, and support a routing platform that enables municipal staff to manage, update, and adapt routes over time in response to service changes, growth, or operational needs.
- Routes shall reflect operational restrictions and leaf and yard waste volumes typical of a fall season.
- Routes shall be structured to support practical, balanced, and fuel-efficient operations.
- Routes shall consider the Municipality’s planned collection resources, which comprise of four (4), 32-yard rear loading refuse collection trucks, each staffed with one driver and one collector.
- Routes must be geographically congruent with the roads GIS layer provided by the Municipality
- Routes shall be optimized to ensure, at a minimum, the following objectives:
• Balanced crew workloads
• Equitable distribution of stops and service hours
• Minimal total travel distance and fuel use
• Adherence to vehicle capacity and shift duration limits
- Revision Cycle: Following accepting the finalized maps, the Municipality will have at least one revision cycle, included following municipal field testing, to validate and finalize the routes for operational use.
- Contract Period/Term: 3 years
