The vendor required to provide enterprise GIS managed cloud services to design, migrate and manage the city’s Esri ArcGIS enterprise in a cloud-based environment to improve accessibility, scalability, and reliability of GIS resources for city staff and the public.

1. Architecture:
• Cloud service provider (CSP) that best aligns with city’s needs and offers most cost-effective solution.
• Include any cost savings offered through a multi-year discount.
• configuration will include a secure, high performance “production environment” comprised of web adaptors (poral, server and image), ArcGIS enterprise (ArcGIS server, portal for ArcGIS), ArcGIS image server, ArcGIS utility network, ArcGIS relational datastore, SQL server, active directory, object and server storage and file share.
• Virtual desktop amazon workspaces (4) for GIS power users with ArcGIS pro.
• Configuration can include “development environment” as optional cost.
• No multi-tenant cloud environment.
• Must be dedicated to and owned by city.
• If a managed services agreement expires and is not renewed, the city can take their environment with them.
• Robust backup and retention policy. develop a plan for backup, snapshots of virtual machines and SQL server, and associated storage.
2. Installation and configuration:
• Deploy entire cloud infrastructure.
• Install and configure all Esri ArcGIS platform and SQL server components.
• All Esri licensing is supplied by the city, with any additional licenses supplied by the vendor and included in the overall cost.
3. Data migration:
• Develop comprehensive documentation outlining the strategy for data migration.
• Present pricing models for a collaborative content migration approach.
• Option 1 involves the vendor handling all migration tasks.
• Option 2 adopts a hybrid model, where both the vendor and the city share migration responsibilities.
• Option 3 assigns all migration activities solely to the city.
- Managed cloud services
• All updates and patches to cloud environment, ArcGIS platform and SQL server to be performed by vendor.
• Full monitoring, backup and retention and security management of cloud environment and ArcGIS enterprise.
• Engage in service level agreement that ensures 99.5% uptime.
• Obtain 24/7 country-based support.
• Assign a dedicated managed services representative and support team to provide technical support and regular configuration assistance for potential expansion.
