The Vendor is required to provide geographic information system (GIS) and Esri utility network (UN) consulting services on an as-required basis.
- The City is advancing its digital and asset management maturity through the modernization of its enterprise GIS, spatial data governance, and utility network capabilities.
- Provide to establish a roster of trusted GIS and Utility Network advisors who can support planning, implementation, optimization, and long-term sustainability of the City’s GIS and utility systems.
- GIS Strategy, Governance, and Roadmapping
• Assessment of the current GIS and spatial data environment, including architecture, data models, workflows, and integrations
• Development of GIS, Utility Network, and Trace Network strategic roadmaps aligned with City asset management, capital planning, and operational objectives
• GIS governance framework development, including roles, responsibilities, data stewardship, standards, and policies
• Recommendations for technology modernization, scalability, and alignment with Esri best practices
- Utility Network Planning and Implementation
• Utility Network readiness assessments and implementation planning
• Data model design and configuration for water, wastewater, stormwater, electric, gas, and other utility domains as applicable
• Migration from geometric networks, legacy data models, or CAD-based systems to Esri Utility Network
• Configuration of rules, network topology, subnetwork management, and tracing
• Support for phased or parallel Utility Network deployments
- Data Management, Migration, and Quality Improvement
• Spatial data assessment, cleansing, and quality improvement
• Data migration planning and execution, including ETL processes
• Development of data validation rules and automated quality checks
• Historical data preservation and auditability
• Metadata creation and documentation
- System Configuration and Application Development
• Configuration of Esri Enterprise environments (ArcGIS Enterprise, Portal, ArcGIS Pro)
• GIS system performance optimization and troubleshooting
• Development and configuration of web maps, web applications, dashboards, and mobile solutions (e.g., Field Maps, Survey123)
• Custom scripting, automation, and workflow enablement
• Role-based access control and security configuration
- Integration with Enterprise Systems
• Integration of GIS and Utility Network with Cityworks, ERP (e.g., Unit4), CIS
• (e.g., Cogsdale), SCADA, and other enterprise systems
• API and middleware design to enable real-time or near-real-time data exchange
• Support for asset lifecycle management and work order enablement
• Integration testing and validation
- Business Process Optimization
• Mapping and analysis of current-state GIS and utility-related business processes
• Identification of opportunities to standardize and streamline workflows
• Design of future-state processes enabled by GIS and Utility Network capabilities
• Alignment of GIS workflows with operational, engineering, and field operations
- Adoption, Change Management, and Training
• Change management planning and execution using a “people-first” approach
• Development and delivery of role-based training for office, field, and technical users
• Creation of training materials, job aids, and system documentation
• Knowledge transfer to City staff to support long-term sustainability
- Program and Project Management
• Program and project management support for GIS and Utility Network initiatives
• Development of project plans, schedules, risk registers, and status reporting
• Coordination across multiple vendors, internal teams, and stakeholders
• Quality assurance and alignment with City standards.
