The Vendor is required to provide geographic information systems (GIS) consulting services related to the District’s ESRI ArcGIS environment, OpenGov (Cartegraph) asset management system, and associated hardware and software systems.
- The District currently utilizes:
• Esri ArcGIS platform (including desktop, online, and/or enterprise components)
• OpenGov Cartegraph asset management system
• Related GIS databases, integrations, and supporting hardware/software infrastructure
- Objectives
• Identify qualified GIS consulting firms with relevant experience
• Understand available service models (on-call, managed services, hybrid, etc.)
• Obtain estimated cost ranges for assessment, SOP development, and ongoing support
• Identify recommended staffing levels and skill sets
• Gather best practices for governance, data standards, integration, and lifecycle management
- System Assessment
• Review of current ArcGIS environment (architecture, licensing, security, performance)
• Review of OpenGov/Cartegraph configuration and data structure
• Evaluation of integrations between GIS and asset management systems
• Data quality assessment
• Hardware and infrastructure review
• Risk assessment and gap analysis
• Written findings and recommendations report
- SOP & Governance Development
• Development of GIS governance framework
• Creation of SOPs for:
• Data creation, editing, and approval workflows
• Data standards and schema management
• User access and permissions
• System backups and recovery
• Version control and change management
• Integration management
• Documentation templates and training materials
• Knowledge transfer sessions with District staff
- Ongoing GIS & System Management
• ArcGIS administration (user management, licensing, updates, performance monitoring)
• Cartegraph system administration
• Data maintenance and quality control
• Workflow configuration and optimization

• Support desk or on-call technical support
