The Vendor is required to provide all labor, material, and equipment needed to assist in the migration of geographic information system (GIS) data from an Esri geometric network (GN) to an Esri utility network (UN).
- Complete upgrade and migration from the current ArcGIS and ArcFM desktop environment to ArcGIS pro.
- This project will be executed in three phases: (1) planning and assessment, (2) system configuration and data migration, and (3) deployment and training.
1. Planning and assessment
• Provide the project schedule in a project management system;
• Conduct a full assessment of current GIS data, integrations, applications, and business processes;
• Identify potential issues with the migration and provide recommendations for data cleanup, missing data elements, and corrective actions before, during, and after migration;
2. System configuration and data migration
• Set up production and test environments; the production and test environments shall conform to Esri best practices;
• Configure ArcGIS enterprise, ArcGIS pro, and support the UN;
• Migrate the data from the GN to the UN in collaboration with agency to find the best method for data migration; data migration may be done in phases and by line of business; data edits shall be allowed to continue during data migration;
• Perform data clean up and resolve issues identified during phase 1;
• Configure the UN functionalities to include tracing, connectivity rules, and data editing workflows;
• Conduct rigorous system testing, including functional, performance, and security testing; the configuration must include robust security measures; and
• Provide transition and post-implementation support.
3. Deployment and training
• Deploy the production environment for ArcGIS enterprise, and ArcGIS pro; the production environment shall be for enterprise use;
• Configure multiple user environments; and
• Provide training for agency staff that includes onsite training for GIS administrators, train-the-trainer sessions, user documentation, administrative manuals, and best practices.
