The Vendor is required to provide geographic information system (GIS) and engineering records document management support services for include:
• Provide state-of-the-art GIS solutions for clients in the water and wastewater industry.
• Guide clients in best practices of:
o Data conversion
o Migration of data
o Development of enterprise applications
o Customization of graphic user interfaces, and
o Conducting training for both GIS and ECM.
• Identify data gaps, analyze the accuracy of data, and recommend solutions for data quality control and data scrubbing.
• Provide enterprise GIS solutions, including linking enterprise GIS applications with asset management systems (AMS), enterprise resource planning systems (ERP), and customer accounts management systems (CMS).
• Build browser-based GIS applications using html and JavaScript.
• Build applications and customize desktop graphic user interface (GUI) on both ESRI and IBM’s FileNet platform.
• The consulting firm contracted under this basic order agreement (boa) will serve as a technical subject matter expert in support our projects as commission issues task orders in support of our goals.
o Migrating to newer industry-standard data models that more seamlessly integrate and connect our facilities with our water distribution and sewer collection networks.
o These new data models could support not only connectivity but also 3-d visualization of our facilities.
o Provide recommendations for integration of building information modeling (BIM) with CMMS and IWMS systems, and the associated business processes, standards and resources necessary to support this.
o Assist us in implementing best practices for water and sewer GIS and ECM solutions, including ESRI’S water and sewer utility data models and off-the-shelf tools that can help us improve our data, our data editing procedures, and enterprise solutions for the consumption of our data.
o Develop applications that are easily configurable using an html5 and JavaScript platform.
o These applications could be used for field editing on a variety of mobile devices, desktop data editing, or browser-based viewing by a broader community of users.
o As upgrades are performed to software versions and servers, the consultant shall assist in planning, testing, and predicting potential technical hurdles that such upgrades may present.
o Develop workflows for document handling in FileNet and e-builder for the purpose of streamlining our operations and automating the way that projects and associated documents flow through our various business processes.
o Explore alternative and cutting-edge technology for mapping our assets.
o Use of drones for above surface assets, ground penetrating radar, and other electromagnetic techniques that could be used to map underground assets; building information modeling (BIM) using indoor use of LIDAR technology.
o Implement augmented reality visualization that can help us better and more informatively integrate our GIS data with document engineering records.
o Continue to support and enhance the central role that our GIS data plays throughout the enterprise as the system of record that initializes the creation of assets that feed into other systems of record.
