The Vendor is required to provide geographic information system (GIS) capabilities in support of planning, zoning, permitting, public works, public safety, economic development, and other municipal operations.

- Requirement:
1. GIS management
• Creation, maintenance, and update of GIS datasets
• Parcel, zoning, land use, address, right-of-way, and infrastructure data
• Data quality control, metadata development, and documentation
• Integration of GIS data with permitting, planning, and asset management systems
• Field verification, collection, and updating of utility and infrastructure data using mobile GIS technology: the selected GIS consultant shall provide and maintain a mobile field application capable of supporting real-time data collection, editing, and verification of utility and infrastructure assets in the field.
• The application must allow city staff and the consultant to accurately capture and update the location of utilities and infrastructure using mobile devices (e.g., tablets, smartphones, or GPS-enabled equipment).

• Production of maps for planning, zoning, permitting, capital projects, and public outreach
• Thematic and analytical mapping
• Council, planning commission, and public meeting exhibits.
3. Application development and support:
• Development and maintenance of web-based GIS applications and dashboards
• Support for public-facing GIS tools and story maps
• Custom GIS tools to support internal workflows.
4. Spatial analysis and planning support:
• Land use and zoning analysis
• Development capacity and suitability analysis
• Economic development and redevelopment analysis
• Support for comprehensive planning, corridor studies, and special projects.
5. System administration and integration
• GIS system administration and user support
• Integration with third-party systems (e.g., permitting, asset management, records management)
• Cloud-based GIS solutions and data hosting support.
6. Training and technical support
• GIS training for city staff
• Documentation and user manuals
• On-call technical support and troubleshooting

8. Records and keeping
• Maintain proper legal records and files concerning GIS mapping and services at the community development department or such other locations approved by the community development director.
