The Vendor is required to provide environmental consulting firms to update its environmentally sensitive areas (ESA) mapping is used for land use planning and further supports policies and other objectives of the district.
- To comprehensively review and update the ecological baseline information and datasets that contribute to the district's current mapping, the scope of work should include, but not be limited, to the following:
• Review all relevant existing data sources and reports.
• Jurisdictional scans of best practices in ESA mapping.
• Engagement with relevant district internal experts including, but not limited to, GIS services, environmental services, community planning.
• Ensure the following datasets are reviewed and identified for updating where applicable including determining where scale may be refined or improved through the update:
o High resolution orthophotos
o Lidar data
o Detailed watercourse, wetland, estuary and marine shoreline mapping at 1:1,000
o Terrestrial ecosystem mapping (TEM) at 1:5,000.
o Sensitive ecosystem inventory (SEI)
o Modeled ecosystem sensitivity ratings (ESR)
o ESA mapping
o Multi-jurisdictional ecological connectivity and corridor project mapping data
o Species and ecosystems at risk data
• Include recommendations for newly available or developed dataset and resources that could also be incorporated into the mapping update.
• Draft an interim report outlining methodology, key findings, recommendations, and rationale on what needs to be updated to translate the applicable datasets into current and effective ESA and ESR.
• This interim report is to then be incorporated into the final report outlined in the deliverables.
- To field truth and update the datasets needed to re-model the ESA layer and prescribe the modelled ecosystem sensitivity ratings (ESR), the scope of work should include, but not be limited to, the following:
• Field trothing data, as required and determined, with sample size, illustrated point locations, complete methodology and rationale included in the final report.
• Integrate the agreed upon phase 1 recommendations into new ESA mapping.
• Tem and SEI data/files for integration into the districts GIS web mapping.
• ESA mapping files and ESR ranking system.
• Reporting on the updated mapping including but not limited to methodology, results, and discussion
• Meet with the district for final review, edits, and clarifications.
• Present the update to council.
