The Vendor is required to provide geographic information systems (GIS) services to the county for a 5-year period.
- GIS will be used across county departments to increase staff productivity and efficiency and to provide better management of county assets and data.
- The desired functions and features include:
• A web-based GIS service for mapping county roads as well as provincial highways, county water and wastewater utilities, assessment data, zoning, floodplain data, historical significance data, oil and gas data, and county assets such as culverts and signs.
• A tracking and reporting system for weed management, capable of joining property and owner information with weed inspections, and generating letters to land owners.
• Create spreadsheets of land owner information to be used in creating mail merges.
• Capable of performing analysis of affected landowners, tracking of gravel program, brushing program, road maintenance etc.
• Integrate with the county’s future system for tracking tangible capital assets (a software decision for the future system is yet to be made).
• Able to integrate with and extract information from software and from citywide software.
• Easy access to county data for reports and query generation without the need for a programming specialist.
• Offer full front end editing capabilities for select staff using appropriate security for individual layers.
• The ability to upload and “pin” key documents to a parcel (i.e. Approved development permits).
• Able to measure features, add mark-ups and generate map downloads for use in reports and information requests.
• Able to add all county aerial photography layers for multiple years.
• Easy to operate with full functionality from a mobile app or website supported on android and iOS platforms.
• Able to create custom reports from user friendly tools.
• Portal for county residents to access a public version of the web-based mapping system.
• Integrate property and owner information with tax roll information.
• Create a user-friendly interface for staff members to use the web-based mapping program.
• Update landowner and cadastral information through monthly downloads of data from state land titles.
• An unlimited number of user licenses.
