The Vendor is required to provide ArcGIS GIS mapping services for include:
- Data schema development and refinement
• Review authority existing schema and existing trail data to identify gaps, inconsistencies, and errors.
• Work with authority staff and rangers to define the final attribute schema, including at minimum: trail name/id, trail system, surface type, difficulty rating, allowed uses (e.g., hiking, ohv, mountain bike, equestrian), trail width, condition, signage, trailheads/access points, parking, water crossings, structures (bridges, culverts), and known hazards or maintenance needs.
• Domains/value lists for each attribute to ensure consistent data entry across rangers and trail systems.
• Deliver a finalized, documented data dictionary prior to field collection beginning.
- Field collection protocol and ranger coordination
• Recommend and configure the appropriate Esri data collection app (e.g., field maps or survey123) compatible with authority existing GPS modules and its ArcGIS environment.
• Build the digital data collection form(s)/templates matching the finalized schema, including required fields, dropdowns, and photo attachment capability.
• Develop a written field collection protocol / quick-reference guide for rangers covering exactly what to capture and how.
• Conduct training session(s) with the ranger team (in person or virtual, at authority preference) on using the app and following the protocol.
• Be available during the field collection window to answer ranger questions and troubleshoot data issues as they arise.
- Data QA/QC and integration of existing data
• Review incoming field data on a rolling basis for completeness, accuracy, and schema compliance; flag and route issues back to rangers for correction.
• Evaluate authority existing trail data holdings and incorporate any still-usable data (e.g., accurate trailhead locations) after independent verification.
• Reconcile discrepancies between old records and newly collected field data, with old/inaccurate data retired from the master layer.
- Master layer development in ArcGIS
• Assess authority current ArcGIS licensing/organization and confirm or help establish the appropriate environment for hosting the master layer.
• Build a single, authoritative master trail layer (hosted feature layer/feature service) covering all seven trail systems, built from the verified field data.
• Structure the layer (and related feature classes, e.g., trailheads, points of interest, hazards) to support both internal management use and public consumption.
• Apply appropriate symbology, domains, and metadata to the layer.
• Configure appropriate sharing/permissions so authority staff have edit access and the public-facing map can safely reference the data.
- Public-facing map
• Build a public-facing web map or app (e.g., ArcGIS instant app or comparable) suitable for embedding on the spearhead trails website or sharing directly, drawing from the master layer.
• Configure the public view to appropriately limit which attributes/layers are publicly visible versus internal-only.
