The vendor is required to provide professional and technical services to assist in the planning and implementation of the behavioral health services act in transitioning from the current mental health services act established in 2004.
- MHSA and Behavioral Health Services Act (BHSA)
• Assist in behavioral health transformation planning and implementation from MHSA to BHSA in accordance with the timelines and component requirements set by the DHCS.
• Assist in BHSA integrated plan (IP) development and preparation for submission, in accordance with the most current DHCS guidance. modules 1-3.
• Assist with the development and implementation of the BHSA behavioral health outcomes, accountability and transparency report (BHOATR) and prepare for submission, staying current with all DHCS guidelines.
1. Assist in obtaining all information and data including, but not limited to:
a. Appropriate data from department electronic health record, SmartCare.
b. With assistance from the department fiscal team, incorporate required information from behavioral health funding streams including, but not limited to, 1991 and 2011 realignment, BHSA, medical, opioid settlement funds and grants awarded to the department.
c. Required outcome measures.
• For FY 25/26, assist in streamlining MHSA component data collection and entry processes.
1. Review existing data collection methods to streamline data collection and analysis with adherence to DHCS requirements.
2. Review and advise on best methods for department to effectively use the EHR, SmartCare, for data entry for MHSA requirements.
3. Assist in developing appropriate and consistently accurate data reports from SmartCare reporting for IP and BHOATR reporting as well as other department services.
a. SQL programming ability is highly desirable
• Assist department with the BHSA community program planning process and stakeholder engagement process (CPPP) in accordance with DHCS guidelines.
1. Develop an implementation plan for BHSA CPPP and assist in its implementation.
2. Analyze data and feedback gathered from CPPP and provide recommendations to department for the IP and ongoing program improvement.
• Assist with BHSA and DHCS requirement for the formation of stakeholder advisory group to fulfill DHCS requirements to develop BHSA IP with meaningful stakeholder involvement
1. Develop presentations on planned and current utilization of all behavioral health funding streams used to fund programs and services, and other presentations deemed necessary by department.
2. For the stakeholder advisory group consultant to advise on the following:
a. Frequency and meeting format on the advisory group
b. The content, how content is presented and level of detail to be provided to advisory group to ensure substantive feedback.
- Other potential areas of focus
• As needed, assist department in the development of innovative (INN) projects and produce annual inn evaluation reports in accordance with DHCS guidelines.
1. Includes assessing data and outcomes from the entire project.
• Assist with cultural and linguistic competence plan (CLCP).
1. In partnership with department, develop goals and outcome measures to meet DHCS criteria and department objectives pertaining to the provision of culturally attuned and linguistically appropriate behavioral health programs and services.
2. Identify relevant data and outcomes to track progress on goals related to the CLCP and conduct analysis as needed.
3. Review content of the CLCP to ensure compliance with current and any future updated guidance from DHCS.
4. Provide recommendations to department for program improvement based on data analysis and relevant outcome measures.
• Assist department with developing implementation and evaluation plans including but not limited to the following initiatives:
1. Opioid settlement funds.
2. Grants
a. Bridges to housing
b. substance use disorder block grant
c. Mental health block grant
d. CalAIM justice involved initiative
• Assistance with quality assurance activities:
1. Test calls for the access line (24/7) in accordance with DHCS guidelines.
2. Verification of receipt of behavioral health services for medical beneficiaries.
