The Vendor is required to provide responsible and highly-qualified companies for the provision of the purchase of retiree healthcare consultant/broker services.
- Provides a wide range of services that includes law enforcement and public safety, planning and zoning, parks and open space, highways and streets, culture and recreation, public health and human services, elections, and general administrative services.
- Strategy and Assessment
• Evaluate our current pre-65 retiree demographic (specifically for those commissioned law-enforcement positions), cost drivers, and risk profile
• Identify and assess a full range of potential retiree healthcare benefit options for retirees aged 50–65 who meet the requirements of commissioned law-enforcement personnel
• Provide benchmarking data and best practices from similar organizations
- Funding and Financial Models
• Present options for funding pre-65 retiree healthcare costs, including but not limited to:
• Retiree-funded Health Reimbursement Arrangements (HRAs)
• Employer subsidies
• Individual Coverage HRAs (ICHRA)
• Retiree health savings accounts or defined contribution models
• Group and individual marketplace options
• Conduct cost modeling and projection of the various funding mechanisms to include COLI products (County-Owned Life Insurance) and other appropriate funding options
- Plan Design and Market Analysis
• Recommend plan structures (group, individual, or hybrid solutions)
• Analyze available plans through public and private exchanges
• Identify carriers and networks suitable for the pre-65 retiree population
• Provide comparative analysis of cost, coverage, and administrative complexity
- Implementation and Communication
• Assist in implementation of any selected model or transition plan
• Support pre-65 retiree communication, education, and enrollment processes
• Provide ongoing consulting support as needed for compliance, renewals, and adjustments.
