RFP Description

The Vendor is required to provide professional mental-health personnel, training, and operational support to enhance the safety, effectiveness, and clinical quality of responses to individuals experiencing behavioral-health crises.
- The City, along with many municipalities across the country, are experiencing a growing volume of calls involving individuals in mental or behavioral health crisis.
- Ensure that individuals in crisis receive timely, appropriate, and compassionate care while allowing police personnel to focus on duties aligned with their training and mission.
- Provider will be expected to deliver clinically informed crisis intervention services, collaborate closely with the City’s Police and Health and Human Services Departments, and contribute to improved outcomes for individuals, families, and the broader community.
- Ensure co-location hours are scheduled based on data-driven analysis of call volume, peak crisis-response times, and agency-identified operational needs, reviewed quarterly.
- Maintain consistent communication with supervisory staff to adjust schedule as needed based on emerging trends and operational data.
- Ensure the assigned mental-health professional:
•    Accepts warm handoffs from agency personnel and continues engagement with the individual in crisis to ensure continuity of care.
•    Assists in obtaining a mobile crisis response, inpatient evaluation, stabilization services, or other clinically appropriate interventions.
•    Provides immediate crisis de-escalation, brief intervention, safety planning, resource linkage, and coordination with community behavioral-health providers.
- Provide monthly performance reports including:
•    Number of phone calls direct to the agency
•    Number of phone calls transferred to the agency from city PD
•    Number and type of crisis responses
•    Response times
•    Disposition outcomes
•    Training delivered
•    Operational recommendations based on observed trends
- Staff receive ongoing clinical supervision and meet all continuing-education requirements.
