Early Intervention Behavioral Health Services and Supports

The Vendor is required to provide early intervention behavioral health services and supports for children, youth, and young adults ages 0–25 residing in county.
- Early intervention services are intended to proactively identify and address behavioral health needs before they escalate into more severe, disabling, or chronic conditions.
- Programs should particularly support children, youth, young adults, and families experiencing behavioral health disparities, homelessness or housing instability, justice or child welfare involvement, elevated crisis risk, barriers to accessing behavioral health care, and other factors associated with poor behavioral health outcomes.
- Services should include flexible delivery approaches such as clinic-based, home-based, community based, school-based, and telehealth modalities to reduce barriers to care.
- Evidence-based and community-defined evidence-based interventions that are time limited, culturally responsive, and designed to reduce the duration and severity of untreated behavioral health conditions.
- Also be expected to align services with statewide behavioral health transformation priorities and support the county’s three-year transition toward increased medical billing and long-term sustainability.
- Demonstrate operational readiness for claims-based reimbursement, including documentation standards, billing infrastructure, credentialing, compliance, and audit readiness.
- Responsibilities include maintaining data collection and reporting systems, participating in continuous quality improvement activities, protecting client privacy and data security, and supporting county oversight and act reporting requirements to advance equitable access, reduce untreated behavioral health needs, and improve outcomes for children, youth, young adults, and families across county.
