The vendor is required to provide that supported employment continuum services for the community mental health system and laid the groundwork for the transformation of the mental health service delivery system from a “fail first” system, to one that promotes early intervention and recovery.
- A supported employment program and will facilitate access to an array of job opportunities to help adults and transitional aged youth (TAY) with qualifying behavioral health diagnosis obtain competitive employment utilizing a comprehensive approach that is community based, client and family-driven, and culturally competent.
- The employment individualized placement and support model (IPS) to assist active job seekers with their job search and placement.
- All service programs are wellness-focused, client/family-driven, and designed to create integrated service experiences while demonstrating cultural competency and community collaboration.
- Community services and supports (CSS) provides integrated mental health and other support services to those whose needs are not currently met through other funding sources; component contains several service categories:
- Full-service partnership (FSP) – Advances the service goals to reduce incarceration and institutionalization, to increase meaningful use of time and capabilities, to reduce homelessness and to provide timely access to needed help by providing intensive wraparound treatment, rehabilitation and case management services;
- General system development (SD) – Improves mental health services and supports for people who currently receive mental health services;
- Outreach and engagement (OE) – Reach out to populations may need services but are currently receiving little or no service.
- A trauma-informed system:
• Understanding trauma and its impact to individuals;
• Promoting safety;
• Awareness of cultural, historical, disability, and gender issues, and ensuring competence and responsiveness;
• Supporting consumer empowerment, control, choice, and independence;
• Sharing power and governance
• Demonstrating trustworthiness and transparency;
• Integrating services along the continuum of care;
• Believing that establishing safe, authentic, and positive relationships can be healing;
• Understanding that wellness is possible for everyone.
- Harm reduction:
• Low demand low barrier street outreach;
• Engaging clients where they are;
• Sobriety is not a requirement for services;
• Whatever it takes approach, while maintaining professional boundaries;
• Care coordination to needed services;
• Peer support services;
• Medication assisted treatment (MAT).
