The vendor is required to provide Health Human Resources (HHR) Training Capacity Assessment Services for strategic capital planning branch is seeking an external consultant for the development of a space and capacity report in state post-secondary institutions.
- The successful supplier will assess multiple components of post-secondary infrastructure providing a report that identifies space capacity, utilization and opportunities for future health-related programming.
- Provide creative and innovative solutions and strategies for the deliverables listed below.
- Current state assessment
• Gather and analyze the information provided by agency, regional colleges, indigenous institutions, and other sector partners to develop a detailed project plan that includes a timeline, collaboration framework, and stakeholder consultation schedule.
• Determine the currently available physical capacity within the identified institutions, with an emphasis on health training facilities.
• Develop a facility audit report including:
o Building information: age, condition (how well the infrastructure has been maintained), type of buildings, and layout.
o Inventory list: develop a list of classrooms, labs, offices, recreation space, food service space, bookstore or other merchandising facilities, maintenance, meeting rooms, specialized health training facilities, etc.
o Assignable space: total assignable square footage for each space type.
o Gross square footage: total area of all buildings.
- Utilization analysis
• Provide a detailed analysis of current space utilization that identifies both overutilized and underutilized space, including:
o Classroom utilization: average weekly room hours, student station utilization.
o Laboratory utilization: average weekly room hours, student station utilization.
o Other spaces: utilization of office space, meeting rooms, and specialized health training facilities, such as simulation spaces.
- Initial reporting and recommendations
• Produce a high-level summary of key findings with recommendations regarding which spaces are under or overutilized.
o Identify areas where new space/infrastructure needs to be developed; and,
o Ensure that each institution is captured in the recommendations.
o Consider alternative solutions were determined applicable to support future HHR training needs.
- Project management
• Develop and adhere to a governance structure to include key and minor stakeholder groups, including change management throughout all project phases, and clearly outlining accountability for inputs to the final deliverables;
• Diligently manage a project schedule that includes key milestones and deliverables;
• Organize and facilitate a project initiation meeting outlining project plan/master schedule/weekly updates/stakeholder registry/meeting structures; and
• Organize and facilitate project meetings, providing minutes, meeting materials and documenting actionable items to be circulated to all participants within 24 hours of the meeting.
- Project expectations
• Develop strategic recommendations and ensure the overall project is set up for success;
• Provide reviews and recommendations on required aspects of project administration and track project costs;
• Provide a secure file sharing solution to enable easy access to current documentation throughout the project; and
• Continuously capture and document lessons learned as it relates to the deliverables.
- Government responsibilities
• Provide the necessary data and information for each deliverable to the successful supplier;
• Provide a preliminary stakeholder list for consultation;
• Approval of project scope and workplan;
• Review any reporting and provide feedback in a timely manner and;
• Coordinate and work in conjunction with the successful supplier.
