The vendor is required to provide employee benefit plan is made up of classified staff (non-union), elected officials, county library personnel, members of the state union of provincial employees local 118(009), and the international association of fire fighters local 2461, with full-time, parttime, and seasonal staff. 
- The benefit program is in part governed by the collective agreements in place for these union staff.
- Current benefits plan
• Extended health: $25,000 stop and loss pooling, $25,000 travel pooling
• Dental health: ABC U&C + 5%
• Spending accounts (HSA and WSA): varies from $300 to $1000 annually
• Group life: refund accounting, 2x annual for AUPE, 3x annual all others, reduces 50% at age 65, terminates at age 70 (IAFF 65)
• OPT life:
• Non-refund accounting, employee and spousal
• Ltd IAFF (non-taxable): non-refund accounting 3 tiered 50% – 66.7%
• Ltd all others (taxable): refund accounting 66.7%
• Group AD&D: non-refund accounting, fully pooled, 2x annual, reduces 50% at age 65, terminates at age 70 (IAFF 65)
• Voluntary AD&D: non-refund accounting, fully pooled, single and family
• IAFF sup. AD&D: non-refund accounting, fully pooled, $350,000 single or family
•  Accident & sickness (hourly firefighters): non-refund accounting
• EFAP: flat rate
• Teladoc: flat rate
• RRSPS – employees: no employer match
• RRSPS – elected officials
• Local authorities pension plan (LAPP)
• Apex supplementary pension plan
- Current employee counts
• ‘Classified’ employees refers to county non-unionized employees. 
• The county also provides HR, pay and benefit services to county library employees. 
• Classified and library ‘hourly’ employees may be eligible for a spending account, based on hours worked in preceding reporting year, but are not eligible for benefits as a whole. 
• ‘Seasonal’ employees are not generally eligible for benefits as a whole.
