The vendor is required to provide HR consultancy services to member municipalities, addressing specific human resource (HR) issues as requested by individual members.
1. On-demand HR support:
• Respond to requests from member municipalities for guidance on HR matters, including but not limited to recruitment, employee relations, performance management, workplace investigations, and compliance with country labor laws.
2. Policy development and review:
• Assist municipalities in developing or revising HR policies and procedures to ensure compliance with applicable legislation and alignment with best practices.
3. Compensation and workforce analysis:
• Conduct compensation benchmarking or workforce planning analyses upon request from member municipalities.
• Provide data-driven recommendations for salary structures, job classifications, or workforce optimization strategies.
4. Training and capacity building:
• Customized training sessions or workshops for municipal staff on topics such as recruitment strategies, employee retention, workplace harassment prevention, and performance management.
• Develop training materials that can be adapted for future use by requesting municipalities.
5. Ongoing advisory services:
• Act as a resource for member municipalities seeking guidance on emerging HR issues
• Provide support for workplace investigations or mediation services when request by a municipality.
