The Vendor is required to provide human resources consulting firms to provide professional services in the areas of management training, employee handbook development, performance management, and job description modernization.
- Firm will work closely with agency HR Manager and senior staff to strengthen organizational effectiveness and ensure policies, practices, and training align with industry best practices.
- Management Training
• Plan and conduct quarterly management training sessions.
• Collaborate with leadership to select topics; potential areas include:
o Effective communication
o Civility and respect in the workplace
o Conflict resolution and dealing with difficult individuals
o Conducting performance evaluations
o Coaching and employee development
- Employee Handbook Development
• Create a comprehensive HR employee handbook.
• Coordinate and align agency and City policies into a well-organized intranet resource.
• Collaborate with senior management to identify policy gaps and recommend additions as needed.
- Performance Management Program
• Modernize performance appraisal forms and processes.
• Implement a program emphasizing ongoing coaching and constructive feedback.
• Support managers in identifying employee development and training opportunities.
- Job Descriptions
• Update the job description template to reflect modern standards.
• Evaluate, refine, and/or create functional job descriptions for each position type and work function.
- Recruitment
• Assist in developing recruitment strategies to attract qualified candidates for hard-to-fill roles.
• Develop onboarding practices and program for new hires.
