The vendor is required to provide strategic law enforcement recruiting campaign services for include:
- Technical and functional requirements:
1. Brand development research strategy:
• Provide customized recruitment strategy and development.
• Align contractor developed content with current department brand and messaging.
• Create an agency call to action and tag line.
• Create content in line with current design color palette.
• Present recruiting brand concept.
• Evaluate online platforms for optimum candidate exposure.
• Recommend nationwide geographic target locations for campaign exposure.
• Research market trends and background research.
2. Video and photography:
• Create and edit high quality (high definition) police recruitment videos as needed. these are generally from 15 seconds to 2 minutes long.
• Provide agency stakeholders with creative guidance in the development of recruitment content.
• Capture department-wide photography and still photos as needed.
• Edit and re-edit training videos to reflect new content as needed.
• Develop content to be utilized by the agency at career fairs, hiring events, and recruitment expos as necessary for content.
3. Digital marketing and strategic online recruiting campaign:
• Search engine optimization (SEO) to ensure that agency recruitment website has optimal presence and accessibility in search results on multiple search engines and platforms.
• Advertise and market agency recruiting campaigns at a minimum on google, Facebook, Instagram, x (formerly twitter) and YouTube platforms.
• Provide monthly social media calendars for approval.
• Cross post ads on other departments maintained social media channels as needed by agency.
• Track and re-target visitors to the recruiting website.
• Collect and analyze the data from the website and responses to marketing strategies and be the sole collector of the data points used to drive current recruiting, branding, and marketing campaign decisions.
• Offeror should be a google partner or premier partner.
4. Reporting requirements:
• The results of the marketing campaign and any special projects.
• The report shall include statistical analysis of social media.
• Performance, impressions, clicks, click-through rate (ctr) from the offeror’s advertisements.
• The allocation of funds in each geographical market and the cost of each impression, click.
• Performance improvement suggestions to agency ca and stakeholders based on the results of the above.
5. Consultation services:
• Provide consulting regarding marketing and recruitment campaign strategies and advise department executives on the best course of action in advertising and promotional designs.
• The contractor’s staff must be available for consultation with agency on an as-needed basis between 8:30am and 5:00 pm, eastern time, Monday through Friday.
6. Graphic design:
• provide design services as needed.
• Provide the agency contract administrator (CA) with a quote for all requested graphic design projects for review and prior approval.
• All prices must be deemed fair and reasonable to agency.
• Agency will not be obligated to procure graphic design services that are deemed unreasonable.
