The vendor required to provide executive director services for include:
- The responder shall demonstrate experience and knowledge of:
• Management and administration of governmental entities and inter-local risk-sharing programs;
• Regulations of the department of banking and insurance and the department of community affairs applicable to joint insurance funds;
• The open public records act and regulations pertaining to the retention and disclosure of public documents;
• The local public contracts law and best practices for the procurement of goods and services;
• Workers’ compensation, liability, and property matters involving governmental entities;
• Financial and operational matters pertaining specifically to joint insurance funds, including budgets, assessments, monitoring reports, investments, audit controls, fund-year accounting, closed-fund-year accounting, and residual claims administration; and
• Coordination among multiple joint insurance funds for the transfer and resolution of residual claims.
- The responder shall designate the following minimum personnel for the engagement:
• A senior officer to serve as executive director with experience as an executive director for a joint insurance fund or similar experience;
• An officer with experience as an accountant or finance director of a joint insurance fund or similar experience;
• An officer with experience as director of claims for a joint insurance fund or similar experience;
• An officer with experience as assistant secretary for a joint insurance fund or similar experience; and
• A director of budgets and systems with experience in financial operations of a joint insurance fund or similar experience.
- Computer systems and software capable of supporting the fund financial and claims-management functions, including budgeting, assessments, investment tracking, audit controls, fund-year accounting, closed-year accounting, and reporting to state regulatory agencies.
- Engaged as or have an interest in a service provider to a joint insurance fund in competition with the fund or any of its affiliated joint insurance funds.
