The vendor required to provide recruiting resource caregiver (RCG) homes capable of providing temporary support to children in foster custody.
- Outreach, marketing, and recruiting plan
• Develop an annual outreach, marketing, and recruiting plan to identify and target potential RCGs, convey the importance and benefits of being an RCG, and clearly communicate the requirements and expectations of RCGs.
• These outreach efforts should focus not just on direct messaging to potential RCGs, but also on engagement with community members and organizations that can help identify and refer families to child welfare services (CWS) as potential RCGs.
• The outreach, marketing, and recruiting plan shall:
o Target potential RCGs that include: relative or kinship resource families, including “Hanai” (fictive kin) relationships; and non-relative resource families.
o Outreach and marketing efforts, including specifics on providing a multi-channel marketing approach, developing content targeted at specific population segments (including the target special populations), and partnering with local organizations for referral campaigns.
o Include a workplan detailing key steps and dates for recruiting events and all other contract activities.
o RCGs as ambassadors to promote the program and actively support recruitment efforts by sharing their experiences, participating in outreach events, and mentoring prospective foster parents.
o Prioritize the recruitment of prospective foster families who demonstrate a strong potential for successful licensure, long-term commitment, and alignment with the needs of children in care, rather than focusing solely on increasing the volume of inquiries to the RCG program.
o Outline the contractor’s staffing, facilities, and geographic presence plan in detail.
o Include a proposed schedule and content of the recruitment campaigns and how department data will be used in the planning of recruitment events and schedules.
o Recruitment activities shall include a minimum of three (3) recruitments events each month: one (1) statewide recruitment event per month and a minimum of two (2) recruitment events per month to be held in specific geographic regions, with one (1) of these events focused on an identified target special population.
• The contractor shall develop, implement, and share a plan for continuity of services, including non-traditional work hours, in the event of staff illness, medical emergencies, vacancies, or other situations that might otherwise result in reduced program services of staffing patterns.
• This information shall be included in its outreach, marketing, and recruiting plan.
• The outreach, marketing, and recruitment plan for each contract year shall be submitted to department for review and approval at least two (2) months prior to the new contract year. for the first year of contract, the contractor shall submit the outreach, marketing, and recruitment plan to department within five (5) business days of the contract start date.
• Outreach, marketing, and recruitment plan until it receives full approval from department.
• All components of the outreach, marketing, and recruitment plan, including staffing, facilities and geographic presence plans are subject to the approval of department.
- Statewide outreach, marketing, and recruiting efforts
• Implement and perform statewide outreach, marketing and recruiting efforts, as outlined in their outreach, marketing, and recruiting plan, with the goal of identifying and recruiting individuals and families who are capable of becoming licensed RCGs.
• Recruited RCGs should be willing and able to work collaboratively with department staff and the children’s birth families in supporting the best permanency solution for the children.
• Utilize a multi-channel approach to their outreach and marketing efforts as outlined in their outreach, marketing, and recruiting plan.
• Develop, and make available to the public, a calendar of scheduled recruitment events.
