The Vendor is required to provide the recruiting process for agency must take into account that licensed agency are required to provide for the safety and well-being of children while also providing stable and loving homes.
- Recruitment services provided under this contract are designed to support efforts throughout the state, with a presence in each geographic location, to recruit families in all parts of the state where children can be placed in order to keep the children connected with their community, school, and family, when removal and placement into foster custody is required.
- Children entering foster custody are more likely to have experienced complex traumatic events, which means they may have been exposed to multiple or prolonged forms of trauma such as sexual abuse, physical abuse, emotional abuse, neglect, and domestic violence.
- They may also exhibit challenging behaviors or have special needs.
- The services provided under this contract shall be:
• Child- and family-centered, designed to meet the unique needs of children and families and build on their strengths to promote and enhance safety, health, and well-being;
• Developed and implemented with the understanding that foster care is temporary, and that shared parenting between the birth parents and agency remains the goal until reunification or permanency (including through legal guardianship or adoption) is achieved;
• Trauma-aware and healing-informed in approach;
• Welcoming, inclusive, culturally accommodating, and competent;
• Able to meet the needs of those families that do not use technology well, or do not have technology or internet services currently in their home;
• Collaborative with the department, other service providers, and community stakeholders;
- The facilities may be shared with another agency or other agencies.
