Temporary Employment Services

The Vendor is required to provide temporary employment service providers, one to be the primary supplier of temporary employees, the other to be the secondary supplier.
- Administrative performance:
1. Recruiting, testing and selection process:
•    Recruiting, testing, and selection procedures.
•    Response time from notification of the request to actual job placement
•    Drug and alcohol testing process for all temporary jobs needed by the city.
•    Criminal background checks for employees.
2. Project reporting and monitoring:
•    Ability to provide monthly reports on number of employees provided, job classification, hours worked, and rate of pay. 
•    Processes for monitoring and evaluating employee performance to ensure quality staffing placements. 
•    Process for ensuring the accuracy and integrity of the temporary employee timesheets as well as timely submission.
3. Margin computation, payroll and billing process:
•    Payroll procedures and margin computation.
•    Pay practices for overtime, weekend, holiday and shift differentials.
•    Billing practices
•    Billing margin for temporary employees hired by the city, but pay rolled through your firm.
•    Organization’s policy and fees for city’s permanently hiring a temporary employee away from your firm.
4. Available temporary labor force:
•    Provide a breakdown of the offeror’s available temporary labor force. 
•    The city’s interest is an in-depth understanding of the depth of offeror’s temporary labor force in relation to job classification and description indicated to assess capacity and readiness to provide need temporary personnel at start of contract.
5. Employment law compliance: 
•    Provide a copy of offeror’s equal employment opportunity policy statement.
