The Vendor is required to provide payroll services and serving as the employer of record for their grant funded summer youth employment programs as well as year-round youth and young adult employment programs.
- Requirement:
• Direct hire the youth as temporary employees of their business.
• Provide payroll services for approximately 155 young adult participants ages 14-20 in the TANF summer youth employment program and temporary assistance to needy families (TANF) youth employment program, and for approximately 25-30 young adult participants ages 16-24 in the act youth grant program.
• Required to complete all paperwork and payroll logistics required by state to employ temporary workers.
• Match and directly place participants in temporary work experiences lasting approximately 160-300 hours.
• Required to serve as the employer of record for each participant and to provide payroll services throughout the duration of the work experience assignment.
• Required to provide mandated insurance and the mandated employer’s portion of insurance for the participants.
- Monitoring, data management, and records retention:
• The contractor shall keep all confidential information in a secure location within the contractor’s offices.
• Board will have the right, but not the obligation, to enter the contractor’s offices in order to inspect the arrangements of the contractor for keeping confidential information secure.
• The county’s inspection, or its failure to inspect, will not relieve the contractor of its responsibilities.
• State will conduct monitoring, which may include reviewing payroll records at the contractor’s site, interviewing staff, interviewing temporary workers, etc.
