The Vendor is required to provide to conduct a nationwide search for the position of city manager.
- The City provides the following full range of municipal services authorized by its Charter: public safety, streets, sanitation/solid waste, parks/recreation, public improvements, planning and zoning, building services, water and sewer, and general administrative services.
- Needs Assessment and Interviews
• Interviews with City Council and senior management
• Review of performance expectations and evaluation criteria
• Review/update of job description and compensation (if needed)
• Attendance at a Council meeting (if feasible)
• Development of a finalized recruitment timeline
• Development of a comprehensive, full-color Recruitment Profile
- Active Recruitment
• Direct outreach and networking (primary strategy)
• Email distribution to approximately 14,000 government professionals
• Posting on professional association platforms (state associations, LinkedIn, etc.)
- Screening & Background Investigation (Pre-Finalist)
• Extensive reference interviews (8–12 per candidate; approximately 20 contacted)
• Criminal, civil, credit, and motor vehicle checks through third-party vendor
• Internet, media archive, and social media review
• Education and employment verification (15 years)
• Written candidate reports for each recommended candidate

• Community tour and reception
• One-on-one interviews with each Council Member
• Formal Council interviews
• Optional third-party assessments
• Debrief and facilitated selection
- Negotiation & Ongoing Support
• Assistance with contract negotiations
